Research On Comprehensive Benefits And Influencing Factors After The Construction Of High-standard Farmland Projects In The Huanghuaihai Plain

Well-facilitated farmland construction is an important measure to guarantee food security and modern agriculture developing in China.In this study,we systematically reviewed the peer-reviewed literature and the related concepts,theories and research progress of well-facilitated farmland were reviewed and analyzed in detail.In the paper,the comprehensive benefit evaluation and influencing factors of 586well-facilitated farmland sampling projects in the Huang-Huai-Hai Plain were researched based on the method of questionnaire survey,the comprehensive evaluation model and the logistic regression model.Firstly,we used 586 copies of questionnaires and selected 11 evaluation indexes for economic,social and ecological benefits to construct comprehensive benefits index system.Secondly,the factors affecting the comprehensive benefit of well-facilitated farmland projects in the study area were explored based on the logistic regression model,and other humanistic factors were qualitatively analyzed through the questionnaire survey.Finally,reasonable suggestions were put forward to promote the long-term development of well-facilitated farmland comprehensive benefits.The main conclusions are as follows.(1)The results showed that the economic,social and ecological benefits as well as comprehensive benefits increased significantly(p<0.05)after the building of the projects in the Huang-Huai-Hai region and there were significant regional and interprovincial differences in the comprehensive benefit evaluation results.As far as the economic benefit is concerned,the average economic benefit of 586well-facilitated farmland sampling projects was 24.1.The overall promotion of the economic benefit in Hebei province was 25.3,which was higher than other four provinces.Next were Jiangsu province(24.8)and Anhui province(24.5),which were higher than the average level in the whole region.There were 85.8%of the survey samples achieving the economic benefits and increasing farmers'net income by 200yuan per mu.As to the social benefit,the average social benefit value of the sampling projects was 23.2.Henan province(27.7),Shandong province(25.1)and Hebei province(24.3)were higher than the average level in the whole region.The promotion of the social benefit in Anhui province(19.5)and Jiangsu province(18.9)were relatively low.The average ecological benefit in the Huang-Huai-Hai region was26.4.Hebei province(28.3),Jiangsu province(27.8)and Shandong province(27.1)were higher than the average level in the whole region.The promotion of the ecological in Anhui province(25.8)and Henan province(25.7)were relatively low.From the result of the comprehensive benefit evaluation,the S_i of sampling projects in the Huang-Huai-Hai region was 73.7 and Hebei province(77.9)had the highest comprehensive benefit promotion level.The next were Shandong province(76.3),Henan province(74.9),Jiangsu province(71.5)and Anhui province(69.8).There were significant regional and inter-provincial differences in the comprehensive benefit evaluation results.(2)The results of the logistic regression model showed that the natural factors influencing the comprehensive benefit of well-facilitated farmland included the geomorphologic types(?=1.039,OR=2.826),the farmland types of the project(?=0.588,OR=1.800),the water resources utilization rate(?=0.591,OR=1.634),the soil fertility quality(?=1.545,OR=4.688)and annual average precipitation(?=0.002,OR=1.002).The significance test was carried out(p<0.05).The mainly human factors affecting the comprehensive benefit were also summarized.Firstly,the construction funds of the project was scattered and difficult to form a joint force.Secondly,the services of agricultural science and technology was not in place.Thirdly,the imperfection of the management and protection mechanism after the construction of well-facilitated farmland made it difficult to give full play to the benefit for a long time.(3)Furthermore,three policy recommendations were put forward to promote the long-term development of the comprehensive benefit of well-facilitated farmland.Firstly,according to the suitability and limiting factors in different areas,differentiating planning and layout of well-facilitated farmland should be implemented.Secondly,strengthen the support of science and technology,deepen the reform of agricultural science and technology system.Thirdly,strengthen the implementation of responsibility for management and protection,and establish a long-term management and operation mechanism.
