Research On Performance Evaluation Of Straw Fertilization Utilization In Daqing

The effective use of straw can not only accelerate rural economic development but also improve the environment and save energy.In order to improve the utilization rate of straw in Daqing area,this paper evaluates the performance of fertilization of Daqing straw..First of all,aiming at the combination of the status quo of straw utilization in Daqing area,following the principle of the unity of science and practicality,the combination of incentive and responsibility,systematically analyze the factors affecting the utilization of straw fertilizer,consideration from economic benefit,social benefit and ecological benefit,Daqing straw fertilization performance evaluation system with 16 evaluation indexes was constructed.Secondly,the weights of each index are assigned and analyzed by using analytic hierarchy process(AHP)through expert scoring.The results show that economic benefit is the most important,ecological benefit is the second,and social benefit is the worst.The three most important indicators are the growth rate of total assets,the rate of qualified products and the rate of energy consumption.The lowest important indicators are the flow rate of contract farmers,the degree of information and the utilization rate of recycled materials.Thirdly,the performance of fertilization of Daqing straw was evaluated by using the method of fuzzy comprehensive evaluation based on an example.The results show that is at a standard level,and the three scoring situations from high to low are economic benefit,ecological benefit and social benefit respectively.Finally,summarize the problems existing in straw fertilizer utilization in Daqing area and propose improvement measures from the perspective of government from the perspectives of economy,society and ecology.Among them,the economic perspective: increase policy support,broaden financing channels,and improve the stability of contract farmers;social perspective: strengthen propaganda and guidance,establish a straw storage and transportation system,and help enterprises to improve the level of informatization;ecological perspective: guide core enterprises to establish green brands Image and strengthen supervision of corporate waste discharge.
