Environmental Impact And Benefit Analysis Of The Project Layout In Dongsheng Irrigation District, Bei'an City

Located in the upper reaches of the Wuyuer River in the northern part of Heilongjiang Province,Bei'an City is an important commodity grain base of the country and the province.As an important part of water conservancy projects,irrigation districts can effectively improve the social and economic benefits and functions of irrigation districts,promote the development of agricultural production,ensure food security,and promote agricultural modernization.Based on the environmental impact and benefit analysis of the project layout of Dongsheng Irrigation District in Bei'an City,this paper discusses the natural geography,geology,hydrology and climate of the study area and analyzes it.The influence of irrigation project on the environmental and economic benefits of the study area was discussed.The problems of soil erosion,water saving and environmental protection and environmental damage were analyzed,and prevention and treatment measures were proposed.The main contents and results are as follows:(1)The study area is vast and is a typical dry farming area.It lacks water source projects and cannot meet the needs of paddy development.The only Dongsheng sub-district project,since the completion of the project,has repeatedly suffered the overflow dam failure and flood control dying,which seriously affected the development and construction of Dongsheng Irrigation District and the development of agricultural economy in Bei'an(2)The need for adjustment of agricultural structure,construction of high-latitude alpine modern paddy fields,improvement of production capacity,improvement of ecological environment and increase of farmers' income.Reconstruction and expansion of Dongsheng Irrigation District Project in Bei'an City,development of irrigation in flooded fields,optimization of water source allocation,improvement of irrigation guarantee rate and grain production capacity.Make limited land to maximize benefits,improve food quality and output,thereby increasing farmers' income to ensure the sustainable development of agriculture and the rural economy.(3)The impact of project implementation on the environment is mainly based on favorable impact,and the social,economic and environmental benefits brought about by the project are significant.Make full use of existing irrigation projects,focus on water conservation,fertilizer saving,and energy conservation,and improve the sustainable development capacity of grain production;combine the design of soil and water conservation functions in the main project,and insist on the prevention of land function and ecology in the prior and temporary land use.The principle of priority is based on plant measures,and the land function recovery standard is at or better than the current level;...
