As one of the world’s13most water-poor countries, the totalfreshwater resources in China accounted for only8%of the world’s totalfreshwater, the total freshwater resources per capita is only2,100cubicmeters, less than the world average25%of the total. Total lack ofbackground in freshwater, the freshwater resources of our country thereare still uneven spatial and temporal distribution characteristics, waterresources allocation did not reach optimal state. Heilongjiang Provinceis located in the northeastern part of the country, is China’s major grainproduction bases, but, in recent years, with the deterioration of theglobal warming and local climate conditions, water resources inHeilongjiang Province relative shortage and regional, local dry weatherhave occurred, especially in recent years, the frequency of occurrenceof drought and frequency emerged as the increasing trend, and thedrought-affected areas in Heilongjiang Province, the western region likenortheast expansion, the scope of traditional agriculture to industrialand ecological areas of expansion. Therefore, in Heilongjiang Provinceto promote water-saving irrigation projects seem imminent.Of water-saving irrigation system is the basic introduction offoreign advanced water-saving irrigation system assembled, and theintroduction of equipment and technology digestion and absorption,water-saving irrigation control system is controlled by the cable system,costhigh and have seriously pushed up the cost of production of theagricultural water-saving irrigation and equipment costs, promotion andapplication of water-saving irrigation projects and technicalconstraints at the economic level. Sprinkler irrigation is the more matureof the current water-saving irrigation technology, compared totraditional irrigation, sprinkler irrigation technology to ensure thatthe irrigation time, space, strength is better regulation and control,to ensure the maximum use of water resources. Research and developmentfor the field of agricultural water-saving irrigation and water-savingirrigation control system is an important guarantee for the current irrigation technology to further enhance its radio sensor control switchof water-saving irrigation system, to ensure that irrigation can beachieved in a large area of the irrigation process information collectedintelligent, greatly improving the operating efficiency of water-savingirrigation equipment.In this paper, the project feasibility study theory, mainly from theaspects of technology, marketing, finance and risk the HEC Group Companywater-saving irrigation control system project feasibility analysis.Start from the basic situation of enterprises, first demonstrated thenecessity of investing in the project, and then demonstrate the advancednature of the project technical solutions and feasibility. This articlefocuses on project financial analysis and uncertainty analysis from aneconomic point of view, from the market, the organization and management,financial and technical point of view the project risk analysis,evaluation of whether the project has a good economic analysis of theproject has a strong the ability to resist risks and propose appropriateresponses, the last comprehensive evaluation of the feasibility of theproject.
