It is necessary to comprehensively evaluate water saving improvement project in large-scale canal irrigation area for analyzing the implemented effect completely and objectively. The post-evaluation of water saving improvement project in large-scale canal irrigation area is studied in this dissertation based on refering large number of information in this direction home and abroad, utilitizing the technical route of linking theory with instance analysis, taking the improvement project of the Luohuiqu irrigation area in Shaanxi Province as example.The main achieves are following:(1)The previous indicators system is modifyed and consummated in allusion to the goal and task of water saving improvement project, especially in social benefits and item sustainability.The indicator system for post-evaluation of water saving improvement project in large-scale canal irrigation area is established. A set of evaluation standard for water saving improvement project in large-scale canal irrigation area is constituted based on studying quantitative calculation of each indicator. The dimensionless methods of evaluation indicators are researched and analyzed which include qualitative indicators quantizing on the set-valued statistics principle and quantitative indicators quantizing on the logarithmic type efficiency coefficient method.(2) The indicator weights are determined by the Analytic Hierarchy Process (AHP) and the simple correlation function method respectively. Two sets weight are harmonized and conjugated by the game theory based on studing the advantages and disadvantages of the AHP and the simple correlation functions method to obtain a set of comprehensive weight.(3) The application of the extension assessment method for post-evaluation of water saving improvement project in large-scale irrigation area is explored.The multilevel extension assessment method applied to the water saving improvement project in Luohuiqu irrigation area, making comprehensive post-evaluation, getting the final evaluation is second-grade. The main problem is the economic benefits, the water saving benefits, the resource benefits and the ecological environment benefits of this project are not so obvious, and their evaluation result is third-grade.(4)The water saving improvement project of the Luohuiqu irrigation area in Shaanxi Province is comprehensively evaluated by the fuzzy comprehensive evaluation method, getting the final evaluation is second-grade. The result is basically as same as the result by extension assessment method, which is that the comprehensive effect of the water saving improvement project in Luohuiqu irrigation area is good. It shows that the evaluated standard of indicators constituted in this paper is objective and the two methods feasible used in this paper for comprehensive evaluation of water saving improvement project in irrigation area.(5)Through the comprehensive evaluation, the countermeasure research of irrigation development is studied. It is suggested that the Luohuiqu irrigation area adjust plant structure to improve the comprehensive benefits of irrigation, and use advanced irrigation techniques and increase water efficiency of irrigation to increase the water saving benefits, and improve the damaged trench and construct irrigation area matching project and increase irrigation area to bring resource benefits, and improve groundwater and irrigation water quality to improve ecological environment benefits.
