The project of economizing water reconstruct in irrigation reach is the important portion of country infrastructure and is the necessary establishment that guarantees the agricultural production and the lives of the people need. It is the prerequisite that increase the developmental rate of economy and society. Lag of transporting water facilities already becomes one of the primary factors that restricts economy development and improvement of the standard of living in WangZhuang irrigation reach. Therefore the project of economizing water reconstruct can creation necessary condition for economy further development and lay the solid foundation of WangZhuang irrigation reach.By analyzing the actuality and problems of WuGan ditch in WangZhang irrigation reach, the thesis necessary and importance are testified. It is proved that the project be of reasonableness in economy and prominence in economic and social benefit, passing through these course: the project plan argumentation and the water and soil losses effect analyses and the environment effect analyses and the project investment appraisal and the fund arrangement and the efficiency measures. The last chapter shows the concrete conclusion about project feasibility study and the policy advice.Main conclusions are as follows:1.The transformation of water-saving projects solve people's useqing water livelihood and production northeast of the Wangzhuang irrigation area, and promote local economic and social development and improve the ecological environment.2. The project utilized for boat of beach Cuijia to pump with water from the Yellow River.3.After many comparative analysis, it can be get: Channel excavation 7.80 km, of which a high standard channel lining 3.50 km; Excavation of 417,400 cubic meters of earthwork, 187,700 cubic meters of earth filling, pouring 10,300 cubic meters of concrete, masonry completion of 2,400 cubic meters, the laying of geotextile 43,400 square meters, insulation boards 35,200 square meters; Repairs a pump, build a traffic bridge and 13 water gate.In addition, the environmental protection projects and water and soil conservation measures including 24,200 Chinese white poplar, ash 12,100, 30.2 hectares of alfalfa.4. According to Evaluation of the national economy, economic internal rate of return greater than social discount rate, economic net present value greater than zero, and economic benefits than the cost of more than 1.0, some conclusion can be gotten: the project is economically rational, economic and social benefits is Significant.Results from the sensitivity analysis, in the floating set within the framework, various economic indicators still meets the regulatory requirements, it can achieved that the project has strong anti-risk capability.
