All along,the nature of the institutions of the integrated top three hospitals with its high quality medical resources for the public to provide a high level of diagnosis and treatment services.Doctors and nurses in which play a very important role,and such personnel is the most important professional and technical staff.In the Party Central Committee,the State Council proposed to deepen the reform of the medical and health system today,the traditional business model of the top three hospitals gradually exposed,is not applicable to the contemporary development situation,many policies gradually become lagging behind.Staff thinking rigid,inefficient,hospital employment mechanism is not living,the lack of innovation and other conditions continue to show.In particular,the policy of professional and technical post classification management and appointment management,in the implementation process,has gradually violated the mobilization of personnel enthusiasm and aggressive use of the purpose of employment mechanism.In the government departments have no new policy introduced,the hospital itself in the policy area is no longer reform,will seriously restrict the development of the hospital.In this paper,the theory of incentive and so on,the use of empirical research,literature research and investigation and research methods to Kunming City,the top three hospitals as a case,the management of personnel management personnel classification and appointment issues.Based on the organizational strategy,job management theory and customer demand and quality model,this paper analyzes the macro and micro aspects based on the incentive mechanism of personnel,and takes the performance appraisal,salary reform and people-oriented humanization principle,Put forward specific measures and recommendations.Through the study and analysis of the author concluded:as a professional and technical personnel based on the integrated top three hospitals,professional and technical post classification management and appointment management reform success,directly affect the hospital's business development.Through the incentive mechanism as the main content,combined with the professional and technical personnel to develop their own characteristics of the reform,can greatly mobilize the enthusiasm of professional and technical personnel,and go all out to work in medical services,play the hospital to serve the community of public properties.
