Research On Health Expenses Of Hunan Traditional Chinese Medicine Hospital

[Objective]This study is based on the "SHA2011 Health Expense Accounting System" to account for the health expenses of Chinese medicine hospitals.On the basis of understanding the actual cost allocation,further analyze the current demand and resource utilization of the Chinese medicine market to optimize the allocation of medical and health resources,and provide data and theoretical recommendations for the development of Chinese medicine and health services and the formulation of health policies.[Methods]Using the latest international "Health Expense Accounting System Version 2011(SHA 2011)",using cluster random stratified sampling method to determine sample institutions,through multi-dimensional balance matrix analysis,to allocate costs to different indicators.[Results]In 2017,the overall scale of treatment costs of Hunan Traditional Chinese Medicine Hospital was 16.006 billion yuan,accounting for 8.51% of recurrent health expenses(187.882 billion yuan),accounting for 0.47% of the GDP of Hunan Province(3.39 trillion)in 2017,compared with 2016 13.224 billion yuan),there is an absolute increase in the total amount of expenses,the growth rate is 21.03%.Among them,the cost of prevention is 318 million yuan,and the cost of treatment is 15.688 billion yuan.[Conclusion]In 2017,the total growth rate of health expenses of Chinese medicine hospitals in Hunan Province was too fast,and the increase should be controlled to curb the excessive growth of health expenses of Chinese medicine hospitals;the cost structure is unreasonable,and the cost structure should be optimized to further implement the graded diagnosis and treatment policy;pay attention to the health needs of the elderly,Pay attention to the prevention and treatment of geriatric and chronic diseases;improve the capacity of primary medical services and strengthen the early prevention of diseases;diversify fundraising,highlight the characteristics of traditional Chinese medicine,and play the dominant role of traditional Chinese medicine diagnosis and treatment.
