As a common phenomenon in the late Eastern Han Dynasty and the period of the Three Kingdoms, the problem about Yao Ling(??)has been discussed by the former scholars for a long time.On the basis of predecessors' research, the author of this paper firstly started with the judgment of the nature of Yao Ling and its initial setting time,to carried out a preliminary arrangement, analysis and discussion.Research shows that the Yao Ling set up by Sun Wu(??),no matter what administrative level, are the most in number, and the second is Shu(?),the least is Wei(?).This reflects the consistency of the number of officials at all administrative levels of the three party.Compared with Cao Wei(??),Shu Han(??),most of Yao Ling set by Sun Wu regime are Zhou Mu(??).This is Sun Wu based on itself political weakness, compared with the official system of the Han Dynasty, made a relatively easy adjustment. The purpose is to bind subordinates to stabilize and expand its rule. However, most of Yao Ling set by Cao Wei and Shu Han are Ci Shi(??),which reflects they have used the official tradition of Han Dynasty relatively strictly. In terms of the number of Sun Wu's Yao Ling,as in the category, the same as Shu Han.This was related to their own sphere of influence is relatively small, and thus lead to the possibility of a large number of Yao Ling excessively increase, while the Cao Wei is the opposite. In terms of the setting of the magistrate of a prefecture.Sun Wu's superiority in quantity was closely related to the expansion of the territory and the conquest of the ethnic minority in the beginning of the establishment of the regime.Concretely speaking,Sun Wu's prefecture has the largest number and frequency in Jing Zhou(??)and Yi Zhou(??).This is related to Sun Wu's early desire to scramble for Jing Zhou and Yi Zhou as a barrier for the upper reaches of the Yangtze River. In the process of its expansion, the official position granted to the general leader can actually play a good role in attracting and encouraging. To sum up,Wei,Shu and Wu has its characteristics and differences in the settings and numbers of Yao Ling, which is determined by the political power of the three parties and the political background in which they were at that time.In addition, the settings of Yao Ling and Xu Feng of the Shu Kingdom have a notable feature,it is generally based on the administrative region of the Wei Kingdom at that time.Wu Yi once assumed the office of governor of Yong Zhou(??),but "Yong Zhou" should be refers to the fourteen state system of Cao Wei.In the nine year of Jian Xing,Wu Yi served as Jing Zhou provincial governor. As he did in Yong Zhou,it does not breach of covenant. So,Wu Yi's position as governor is not related to Sun Wu's Jing Zhou. The Yao Ling and Xu Feng have rich political significance, and Mr.Hu Axiang has much to explain about it.But in view of the settings of Yao Ling,Xu Feng of the Shu and Yao Ling of the Sun Wu,it is generally based on the administrative region of Cao Wei.In contrast, the two countries were on the basis of the Eastern Han Dynasty state system which used during from the eighteen years of Jian Wu(??)to the first year of Xing Ping(??)to split the world. The study holds that,on the premise of Yao Ling,Xu Feng which exist before the two countries have been divided into the world, the previous scholars argued that Yao Ling,Xu Feng mainly used to express the orthodox consciousness and show the orthodox position seemed not stable enough, and there was still room for discussion. In addition, analysis of the settings of Yao Ling in the end of the Han Dynasty and the Three Kingdoms period, also should be placed on the prevailing social background of Zhou Mu(or governor),Tai Shou(or the prime minister of the kingdom)with general and Zhou Mu(or governor),governor(or the prime minister of the kingdom)to consider this phenomenon. From this point of view, the official rank of the Yao Ling is only a symbol of official rank. There is a close relationship between the two kingdoms Wu and Shu set up Yao Ling states and counties and when they divided the world in the first year of the Huang Long. What is called divided the world, that is the two kingdoms formed an alliance and maked an appointment to divide the Wei kingdom territory, which is one of the great significant political events during the Three Kingdoms period. The names of the states that were involved in the matter of divided territory are derive from the Estern Han Dynasty states which government used from the eighteenth year of Jian Wu to the first year of Xing Ping.Accordingly, among these states,Si Zhou(??)must be an administrative zone was governed by Sili Xiaowei(????)in the Estern Han Dynasty. So dividing the Si Zhou with the Hangu pass,San Fu(??)and He Dong(??)county and Hong Nong(??)county on the west side Of the Hangu pass should belong to Shu kingdom, and the He Nan county and He Nei county should be affiliated to Wu kingdom.Previous scholars insisted that Si Zhou was divided equally by the two kingdoms, but this article will give a correction. The reason is that Sun Quan(??)has maked a concession. And it may have a close relationship with the following events containing Sun Quan attacked an occupied Nan(?)and Wu Ling(??)and Ling Ling(??)three counties in Jing Zhou(??)in twenty-fourth year of Jian An,and the Shu kingdom supported Sun Quan ascended to the throne, and Luo Yang(#??)was given to the Wu kingdom, and so on.
