With the continuous development of our economy,progress of our society,the gradual improvement of people’s living quality and the deepening of international exchanges,the tourism industry has become an important industry in our national economy.It is one of the fastest-growing,largest and most employed new industries,known as the "sunrise industry".The development of tourism industry brings great economic benefits to the local,which makes the local governments pay more and more attention to tourism,and tourism resources development and the target area propaganda are also greatly enhanced.However,with the increasing popularity of the tourism industry,traffic congestion,social conflicts,cultural conflicts and other negative externalities inevitably appeared in the process of development.In this paper,the tourism industry of Qingzhou City is taken as the specific research object.Supported by the externality theory,this paper analyzes the theory of externality theory,classification,performance in tourism,etc.Using field survey methods,,and through field observations and in-depth interviews,this paper summarized the social and cultural externalities brought by the current development of tourism industry in Qingzhou City.Based on the analysis of the reasons for the positive and negative externalities of society and the positive and negative externalities of culture,this paper summarizes the concrete methods of producing obvious positive externalities in the local areas.At the same time,it is pointed out that the root of the negative externality problem is the contradiction between the limited capacity of target areas and the overuse of public resources.The paper puts forward the solutions including improving the vacation system,innovating the tourism management mechanism,the combination of self-regulating market mechanism and moral guidance.
