Research On The Government Supervision Of Cultural Projects Under The Shanghai PPP Model

The Public-Private Partnership(PPP)has been developed rapidly in China,which makes a positive contribution to the provision of public services.With the rapid development of PPP,the relevant laws and regulations are not perfect.It is urgent to strengthen the government's supervision so as to avoid the risks in operation as far as possible.This paper expounds the project construction mode and theoretical basis of the PPP,analyzes the necessity of government regulation under the PPP model based on the government regulation theory,and analyzes the connotation and key points of new public management theory based on the main characteristics of traditional public administration.Taking the Art Museum PPP project of Shanghai Minhang Cultural Park as an example,this paper analyzes the access regulation,construction and operation regulation of PPP project and finds out the shortcomings of government regulation as followings,the assumption condition of the Value for Money is insufficient,the calculation of the project feasibility gap is small,the price regulation is not in place,the supporting policy of public service is not in time,the integration and development of cultural industry and tourism industry needs further strengthening,the social supervision is insufficient in the whole period of the project.The reasons for the analysis of the lack of supervision are the PPP project regulatory system is not perfect,the linkage of multi sector supervision is insufficient,the professional ability of government supervision is short,and the supervision ideas and methods reflect the lack of attention to public service.This paper summarizes the government regulation practice of foreign PPP projects,and draws the inspiration for the reference of the domestic PPP project as followings,establish the regulatory framework,establish PPP management institutions,organize extensive training;adhere to the government PPP expenditure to improve the public service,improve the transparency of the PPP project information and play the role of public supervision.The suggestions are put forward to improve the government regulation of the PPP project: improve the government supervision mechanism by speeding up the construction of laws and regulations of the government supervision of the PPP project and establishing an independent,transparent,accountable and specialized PPP project supervision system;optimize the way of government supervision by introducing the third party to strengthen the supervision of the construction and operation period,and establishing a diversified form of public supervision;strengthen the public cultural construction by developing policies to promote PPP culture projects and maintaining public welfare of public cultural services.
