The Silk Road International Film Festival was launched by the State Administration of Press,Publication,Radio,Film and Television in 2014.It aims to promote the cultural exchanges and cooperation of countries along the Silk Road with films as a link.The People's Governments of Shaanxi Province and Fujian Province take turns to host and has held six sessions.As the three major international film festivals supported by the state,the Silk Road International Film Festival is almost incomparable with the Shanghai International Film Festival,which has been held for 22 sessions and has grown into the only Class A international film festival in China.Beijing International Film Festival was founded in 2011.After 9 years of development,it has become Asia's largest international film trading market.Compared with the Beijing International Film Festival,the Silk Road Film Festival,established three years later,is inferior in terms of internationality,professionalism,and innovation,and has not yet formed obvious characteristics and advantages.Through questionnaire surveys and in-depth interviews,this article analyzes the positioning and function,operating mechanism,and influence of the Silk Road International Film Festival,and attempts to propose development countermeasures based on the problems and deficiencies found.Specifically,this article attempts to answer the following questions:First,as the third approved international film festival,what is the positioning,characteristics,and operating mechanism of the Silk Road International Film Festival?What are the unique advantages and resources?Second,has the Silk Road International Film Festival,which has been held for 6 sessions,already had some influence?Big or small?What are the specific performances?Third,what factors restrict the development of the Silk Road International Film Festival?In what ways can improvements lead to better development?The paper distributed a total of 600 questionnaires and interviewed four experts and scholars in the field of film.Through the combination of quantitative and qualitative methods,they found:First,the Silk Road International Film Festival is the background for the country to promote the construction of the "Belt and Road".The following supporting film and television cultural projects are more policy-oriented.Second,the Silk Road International Film Festival initially has a certain influence,but the influence is not large.From the perspective of economic influence,the film trade is not active,and the international film trading market and the countries along the Belt and Road have not yet formed a main body.Film industry;in terms of cultural influence,the Silk Road International Film Festival has initially formed a platform for cultural exchanges along the Belt and Road,and the participating films have a certain diversity;in terms of social influence,the Silk Road International Film Festival has passed The six-year event attracted more than 60 countries,especially those along the Belt and Road,but due to various factors,their social influence is still relatively small.Third,the main factors restricting the development of the Silk Road International Film Festival are policy,market,topic selection,participants,matching degree and publicity.Based on the foregoing analysis,this paper believes that the Silk Road International Film Festival needs to be improved in the following aspects:As far as the main body of the Silk International Film Festival is concerned,it is necessary to strengthen inter-departmental coordination and coordination,clarify the division of labor and deployment,and explore market-oriented operating models to inject innovative vitality.As far as the operation mechanism of the International Film Festival is concerned,one should enhance its internationality,give full play to the function of the film festival as a cross-cultural exchange,attract and increase the proportion of Silk Road films in the exhibition unit,and reflect the diversity of the film;,Combined with the Silk Road Film Festival positioning,choose more excellent films with the "Belt and Road" elements and tell the stories of various countries,reflecting the professionalism of the film festival selection.In terms of film festival brand building,we should focus on integrating communication and marketing to improve the effectiveness of publicity.
