The policy of the client states was an important ruling method and means in the late period of the Roman republic and the early period of the empire.The process of the rise of Rome was a process of continuous outward expansion.In this process,whether Rome did it on purpose,or out of fear of strong neighbors or invited by neighboring countries unconsciously involved,Rome's contacts with other countries and nations were deeply affected by the war.However,war was not the only channel for Rome to communicate with the outside world.No matter in terms of conflict avoidance,or in the early and late stages of the conflict,Rome's diplomatic behavior was essentially always there,and its diplomatic practice was also deeply affected by the political organization of the Roman state and the change of external environment.Although Rome did not have a formal diplomatic agency for a long time,Rome still practiced its unique diplomatic principles and methods in the process of its expansion in accordance with its own political form,on the basis of which Rome handled relations with its neighboring countries and their ruling regions.The establishment of the client states in the eastern Mediterranean was an important manifestation of Roman diplomacy and one of the keys to understanding the nature of Roman rule.The policy of the client states was one of the important ways for Rome to deal with the relations with the eastern countries and regions and to maintain political ties.From the beginning,Rome took a more cautious approach to the policies of the Greeks and the monarchies of the near east,aiming to ensure political and military hegemony,rather than directly interfering in the internal affairs of these states or imposing its own overall rule.From this idea,Rome formed a special ruling system--the vassal system in the process of continuous contact with the eastern region.This system is different from the provincial political organization and land system,it does not have the governor and the Roman administrative authority,and it has a high degree of internal autonomy,so we cannot ignore the great difference between this system and the provincial system.It was,as it were,an intermediate system,a state of transition from an independent state to a Roman state.Therefore,the client state was not an independent and sovereign kingdom,and Rome largely exercised indirect Roman control over its vast frontiers by controlling capable and reliable subordinate Kings.For small conquered states,Rome either returned them to theirrulers to govern,or incorporated them into other dependent states.In the east,in the face of a strong Rome,the vassal states were conscious of their weakness and were loyal.Still,they would not escape the fate of annexation,some given under various pressures,some annexed by Rome,but they would eventually become part of the Roman provinces,under the direct control of Rome.
