Research On Ding Richang's Documents On Governing The Soviet Union

This paper studies the historical significance and social value of the 1365documents,53 letters and 1 monograph"Summary of Huai salt"(??????)written by Ting Jih-ch'ang(???),a politician in the late Qing dynasty.Meanwhile,it also extracts the structural standards and systematic thoughts of his administration of the Soviet union.Before Ting Jih-ch'ang took office,Jiang Su had already shown signs of decline,with corrupt officials,extravagant customs,and frequent wars.The province's population had plummeted,while economic development had been severely damaged,and city development had been hindered.Therefore,it is important and difficult for Ting Jih-ch'ang to develop the provincial economy and reconstruct the document administration system.He served successively as the Su-Song Tai-Dao(????),the salt minister of Huai(?????),the governor of Jiang Su(?????)and the viceroy of Jiang Su(????).He made great achievements in the reform of clerical and administration workers,economic development,education reform and diplomacy,coordinated the relationship between the rule by man and the rule of law,and laid a solid foundation for the T'ung-chih(??)Restoration.He has a practical political vision,relying on the practicality,dissemination and standardization of documents,to promote the rectification of the social environment and the existing system of activities,to achieve reform effect from the top down,from the inside out.Local officials represented by Ting Jih-ch'ang demonstrated their collective wisdom and efficient execution,reorganized or reformed the personnel system,supervision system and economic system.They spread the thought of enlightenment and the diplomatic concept such as the style of great power.And he finally promoted the economic development of Jiang Su,purified the office environment and improved the sense of belonging of the people.This paper is divided into five chapters.The first is about the Tai Ping Heavenly Kingdom in Jiangsu.Ting Jih-ch'ang's growing background related to the discussion and the Soviet documents of the diversified data statistics.Second,the author discusses the necessity and key measures of Ting Jih-ch'ang 's reconstruction of document system from three aspects,such as document format,document management consciousness and supervision system.Thirdly,from the three angles of field production,transshipment and shore sales,this paper analyzes the language,content and literature of the documents concerning the salt affairs of Ting Jih-ch'ang how to promote the development of the Huai sault.The fourth part is to study the official documents of the enlightenment,centering on the rectification of the bureaucracy,the solution of the existing social problems and the work of moral education,focusing on the analysis of typical official documents.Fifth,the authdr analyzes diplomatic documents in combination with ding's expertise in foreign affairs,handling specific affairs and diplomatic thoughts.
