Research On The Solution To The “dilemma” Of Kunming's Urban Public Utilities Government Regulation

Public utilities is a matter of national economy and people's livelihood,involving the public interests.To promote the development of the utilities,need to relax the government regulation,introducing competition mechanism,improve the efficiency of the utility supply;On the other hand,utilities have natural monopoly characteristics,also need to strengthen government regulation,the situation is a"dilemma" for local government,especially in kunming.Firstly,this paper analyzes the reasons of the "dilemma" and put forward the resolvent for"dilemma".And than,designing the public-private partnership modelofpublic utilities.Thirdly,in order to ensure the effective implementation of the public-private partnership contract,this article is trying to build a regulation system to adapt the public-private partnership model.At the last,in the practice of in-depth analysis of the difficulties and problems,and puts forward relevant policy recommendations,for government decision-makingreference.
