The research in the theory and practice of government regulation of public utilities is in full swing. Since the global reform of deregulation, the system of reform become more rich and perfect because many experts have done a lot of researches on it, including: theory, the practice, the history and the reality. But all of these researches mostly focus on economics, less on public administration .All countries' aim of the government regulation reform is to deregulation, namelyconstricting the area which government covers especially the public utilities, promotingcompetition. But we should know that deregulation is not to eliminate all the regulations, it'sto make the regulations more efficient. In this article, the author's angle of view is publicadministration. The author analyses and summarizes the foreign countries' experiences ofgovernment regulation reform, meanwhile she studies and reflects our country's traditionalmodes of government regulation and their limitations, and the practice of governmentregulation reform. Then the author puts forward some suggestions about our governmentregulation of public utilities reform, including: putting the core value of incentive regulationinto our country's information regulation to form the information incentive mechanism; in thegovernmental decision-making, the author suggests that we should introduce the negotiationprocedure to perfect the participant system of government regulation; on the base of foreigncountries' experiences of the independent regulation institution, considering our country'scondition, the author suggests that we should also establish our country's independentregulation institution.
