Research On The Transformation Of The Function Focus Of My Country's Entry-exit Inspection And Quarantine System

China's entry-exit inspection and quarantine system has four main functions:the first one is the administrative law enforcement function;the second is economic adjustment function;the third is market balancing function;and the fourth is social service function.Currently,due to the influence of traditional regulatory administration,China's entry-exit inspection and quarantine system exists the phenomena that its responsibility is not in place and it undertakes too much responsibility.Thus,the functional focus of inspection and quarantine system needs to be transformed.The 18th National Congress of the Communist Party of China proposed comprehensive deepening reform,which aims to further change its functions,simplify administrative procedures and delegate powers to lower levels,rationalize the relationship between government and market and play the market's fundamental role in the allocation of resources.The fundamental goals are to rationalize the direction of the functional focus transformation of the government,release system dividends and enhance the endogenous power of the economy.As an important component department of the government,entry-exit inspection and quarantine system should take advantage of the situation,do its own work well and delegate power to lower levels,thereby forming a modern inspection and quarantine organization system that separates government from market and clear power and responsibilities and governs according to the law.Therefore,it can play the functional advantages and technology advantages of entry-exit inspection and quarantine work and promote the effectiveness of the economic development of foreign trade and local economic development,which is still an important task in the next long period.This paper takes the entry-exit inspection and quarantine system as the main research object,analyzes the necessity of the functional focus transformation of the entry-exit inspection and quarantine government from four aspects,including the historical process,the main functions,the new situation and the internal power of the entry-exit inspection and quarantine system.On the basis of this,taking Sichuan Inspection and Quarantine Bureau as an example,the author aims at its dilemma in the process of functional focus transformation,analyzes the reason why the shift of its function focus is not in place,draws on the functional positioning experience of foreign entry-exit inspection and quarantine system,and proposes direction and path with reference significance for the functional focus transformation of entry-exit inspection and quarantine system.In the author's opinion,in terms of the management philosophy,the functional focus of entry-exit inspection and quarantine system shall shift from the original administrative control to the future service regulation as priority,from microcosmic inspection to macroscopic inspection,from proactive supervision to during and post-mortem inspection,and from emphasis on output check to input check.Besides,it also comes up with specific strategies in terms of four aspects including value conception,quality awareness,system building and team building.
