Research On The Present Situation And Countermeasures Of Deliberative Democracy In The People's Political Consultative Conference

The Chinese People's Political Consultative Conference(CPPCC)is an important channel for the negotiation of democracy with Chinese characteristics,which is an important channel for socialist consultation and democracy.It is an important part of socialist consultation and democracy,which is a kind of democratic form with Chinese characteristics created by combining the Marxist theory of democratic thought with China's specific national conditions.It has played an irreplaceable role in the promotion of China's socialist democratic political construction.The current situation and countermeasures of consultation and democracy through the CPPCC can promote the sustained and healthy development of the CPPCC consultation democracy and enhance the ability of the Chinese Communist Party to govern the modernization of the country.The first chapter explains the scientific connotation,the superiority and the function of the CPPCC consultation democracy.First of all,by analyzing the differences between the socialist consultation democracy and capitalism consultation democracy,the CPPCC consultation democracy and socialism democracy,the CPPCC consultations and the CPPCC political consultation,we explain the connotation of the CPPCC.After analyzing the unique advantages of the CPPCC by the central authorities on the new position of the CPPCC,the author concludes that the CPPCC has the functions of promoting democratic scientific decision-making,improving the ruling capacity of the Communist Party,promoting the modernization of state governance,building well-off society and achieving the "Chinese dream".The second chapter analyzes the current situation of the development of the CPPCC.First of all,we give systematic interpretation on the nature of CPPCC consultations on democracy in the nature of the CPPCC,CPPCC consultation and democratic content and institutionalization and other aspects of the achievements made a systematic interpretation.Afterwards,it is pointed out that there are many imperfections and obvious drawbacks in the practice of democracy in the practice of democracy: the unreasonable setting of the CPPCC and the special role of the CPPCC.The CPPCC's political consultation ability is uneven and active.The content of consultation and democracy is too simple,the form is relatively simple;the CPPCC consultation process lacks refinement,the supervision mechanism is not perfect and the lack of legal system support and so on.In the third chapter,according to the problems existing in the development of the CPPCC.we put forward the following countermeasures: completing the establishment of the sector and exploring new ways to play the role of the sector;improving the CPPCC members' democratic consultation ability;strengthening the consciousness of CPPCC members' active negotiation;standardizing the content of the consultation,expanding the form of consultation and exploring the effective mode of operation;promoting the CPPCC consultation and democratic institutionalization,procedural and standardized construction.
