Research On The Construction Of The People's Political Consultative Conference From The Perspective Of Deliberative Democracy

The theory of deliberative democracy originated from the west,but socialist deliberative democracy was first initiated by the Communist Party of China and the Chinese people in practice.Socialist deliberative democracy sprouts and grows in the soil of Chinese traditional culture,and is a great creation in the practice of democracy with Chinese characteristics.It takes the CPPCC as the carrier,gathers the public opinions and wisdom of the people,so as to make the Marxist party carry forward social democracy and improve and inherit the party's mass line.This paper starts from the connotation definition and internal relationship analysis of consultative democracy and CPPCC.From the perspective of deliberative democracy,this paper takes the CPPCC as the research object,deeply analyzes the construction of CPPCC through the research methods of theory and practice,history and reality,and makes some thoughts on further improving the construction path of CPPCC.This paper consists of five parts: the introduction,the connotation and relationship between deliberative democracy and the CPPCC,the historical development of the research on the construction of CPPCC,the summary of achievements in the process of development,the problems in the construction and development of CPPCC,and the development path of CPPCC construction in China.This paper expounds the concept,characteristics and functions of deliberative democracy,and analyzes the special relationship between the two in combination with the ideological source,nature and function of the CPPCC,so as to more clearly sort out the historical origin,development context and current development situation of the CPPCC construction,and deeply analyzes the theoretical and practical development of the CPPCC construction in China Exhibition.At present,many theoretical and practical achievements have been made in the construction of the CPPCC.However,there are also some problems in the process of construction.First,there are deficiencies in the CPPCC,which are mainly reflected in the insufficient capacity of the main body of the CPPCC and the need to improve the institutionalization of the CPPCC;second,the external challenges of the CPPCC,mainly reflected in the lack of public participation,concern and complex social changes Put forward new requirements for the work of the CPPCC.This paper analyzes these problems and puts forward a series of development paths from four aspects: first,strengthen the construction of the main body of the CPPCC;second,improve the system construction of the CPPCC;third,give full play to the role of the CPPCC in the construction of the deliberative democracy system,so as to better promote the construction of the deliberative democracy system;fourth,to cultivate socialist deliberative democracy Governance culture.
