| In the social structure of our country,the grassroots carries the largest group.With the advancement of reform,opening-up,and modernization,the political participation consciousness and interest demands of the grassroots are constantly rising.The grassroots has become the birthplace of our national will and the key areas of developing socialist deliberative democracy.The stability of the grass-roots level is related to the stability of the whole society.Therefore,promoting the development of grassroots deliberative democracy is the fundamental strategy and long-term plan of the party and the country.The CPPCC is an important way and channel to expand the orderly political participation of the masses and realize deliberative democracy.Promoting the development of the CPPCC’s grassroots deliberative democracy,which is conducive to the grassroots expansion and construction of the CPPCC organization and the improvement of the CPPCC system,and conforms to the development of China’s democratic politics and the law of reform and transformation for the political system.At present,in order to better promote the development of the CPPCC’s grass-roots deliberative democracy,close the contact between the CPPCC members and the masses,and play an active role in the CPPCC members’ contact with the masses,listening to the people s sentiments,and responding to public opinion,many districts in the country have begun a new exploration of the construction of grassroots CPPCC institutions.The County-level people s political consultative consultative organizations take the lead,special committees follow up development,special committee team contact township(street)working committee,grassroots CPPCC members provide services.However,judging from the current charter of the CPPCC,the grassroots organizations of the CPPCC are only set up at the district and county level,which leads to the lack of uniform standards for the construction and development of the township(street)CPPCC institutions in various provinces and cities,and provides a basis space that can be explore for innovative research on the CPPCC system in China.In addition,during the investigation,it was found that the township(street)CPPCC institutions had many problems in the process of exploration,such as the positioning of institutional functions,the construction of long-term institutional mechanisms,the construction of organizational facilities,the improvement of the capacity of CPPCC members,and the establishment of a consultative democratic environment.If these problems cannot be effectively solved,the construction of grassroots CPPCC organizations and the development of deliberative democracy at the grassroots CPPCC will face the risks of formalism.Based on the theory of deliberative democracy,the theory of united front and social governance,this paper examines the actual development status of the township(street)CPPCC institutions and the problems of Institutional development,and explores the CPPCC through the investigation of the people s political consultative working committee of the Z district street in Nanjing.This paper wants to emphasize the importance and necessity of expanding the system to the grassroots level,and to provide some thoughts for improving the construction of the township(street)CPPCC institutions. |
