The functions of China's various kinds of real estate registration had scattered in different governmental departments for a long time.This results in the overlap of real estate rights.Such a situation is not only inconducive to protecting the property rights of individuals,but also unable to guaranteeing the safety of real estate transactions.The"State Council institutional reform and functional transformation plan",examined and adopted at the party's the second Plenary Session of the 18th CPC Central Committee and approved by the twelfth National People's Congress,clearly requires the establishment of unified registration of immovable property system by integrating all departments undertaking housing,woodland,grassland,land and other real estate registration duties into a single department.By doing this it can reduce overlapping and decentralization of duties among governmental departments.In March 1st,2015,unified registration of immovable property system reform started after the implementation of provisional regulations on real estate registration.By now unified real estate registration system reform has completely covered all cities and counties nationwide.But there still are many difficulties and challenges in the process of carrying forward the unified registration system.Under the guidance of the new institutionalism theory,this study takes the implementation of real estate unified registration system in Dongchuan District as the example.It shows how this policy has been carried out and reveals the existing problems in its implementation.It makes a deep analysis of the formal and informal institutional causes leading to the difficulties in the implementation of this policy,and puts forward some proposals,such as speeding up the real estate registration legislation and building up a professional team of real estate registration,to promote the advancing of this policy and improve its implementation.
