Research On The Function Performance Of Urban Street Offices In Kunming

Set up in the period of the central-planned economy,urban neighborhood office is an agency of the district government,which functions as China's grass-roots political organization.It connects the local governments and neighborhood communities,and carries out the policies of the Party and the state in the city work,plays the role of linking the Party and the people's government with the local population.It plays a very important role in promoting the city management,economic and social development.In different.historical stages,the functions of urban neighborhood offices have constantly been adjusted.In view of the current actual situation,there are still many problems in the performance of urban neighborhood offices.In order to make a full play of the functions of the urban neighborhood offices and to strengthen the relationships between the government and the local population,it is necessary to study how to improve the performance of the urban neighborhood offices.From the theoretical perspective of structural functionalism,this paper makes an effort to answer the question of improving the work of the urban neighborhood offices in the background the rapid economic and social development.It applies different analysis methods,including comparative analysis,case study and analysis of relevant literature.First of all it reveals how the urban neighborhood office to fulfill its functions as well as the background of its work,the general problems of the urban neighborhood offices of Kunming in fulfilling their functions.Afterword taking the case of Huashan Urban Neighborhood Office of Wuhua District,an in-depth analysis is conducted.Based on the above analysis as well as the definition of the appropriate functions of the urban neighborhood office,combining with some current academic argument concerning the function evolution of the urban neighborhood office,some proposals to improve its work are put forward from the perspective of structural-functionalism,such as straightening out the relationships between the higher-level district government and the urban neighborhood office,improving its own internal structure and functions,clearly defining its relationships with the lower-level communities.By making full play of the functions of the urban neighborhood office,the goal of building service-oriented government and strengthening community autonomy can be achieved.
