Globalization, knowledge economy and sustainable development make cities of the 21 century full of unprecedented opportunities as well as challenges. Meanwhile, in China, the market economy still needs perfecting, the structural reform still needs deepening, govenmental function should be transformed urgently and as a result cities confront such formidable tasks as urbanization, regionalization and mordenization. It implies that there must be a powerful government that can guide effectively the cities and their residents to take wise strategies and to develop sustainably and healthily along a right road. Therefore, the question before us is : What role should the urban government play in the process of urban development? How does government measure and give full play to the urban management function? The solution to these questions is directly related with cities' future and destiny. New Theories on China's Urban Management, chiefly edited by Rao Huilin, puts forward five functions of guiding, normalizing, governing, servicing and operating, and scientifically and fully outlines urban managing functions. The paper is to research and discuss on the basis of the primary function—urban guiding function.Urban guiding refers to: based on the objective rule of urban development, through establishing urban development strategy, uban layout and policy and cultivating advanced culture, to guide and lead development directions of urban economy, society and environment, and eventully carry out the primary management function of maximizing comprehensive urban profits. It solves the problems of where and how to guide urban development, which have great significance in promoting urban economy's fast and healthy development, driving social civilization and progress, protecting and improving ecological environment and realize sustainable development.Urban guiding heads for three bearings: urbanization and metropolis, urban regionalization and modernization. The world urban development rules show that urbanization is inevitable. It's the outcome resulted from human society'sdevelopment at certain period and the result of market system. During the early and medium period of modernization, the trend for metropolis is also inevitable, which requires us to adjust urban development strategy, positively develop metropolis, to realize the harmonious development of large, medium and small cities, and to accelerate the process of urbanization. The formation and development of city regions are the necessary results and senior stage of urbanization and metropolis. Nowadays the development of world urban regions makes great strides and appears new features and trends. The development of urban region weighs a lot in strengthening cooperation between cities, raising competitivity and carrying out the sustainable development strategy. Therefore, promoting urban region constructing and achieving regional harmonious development becomes another important object of urban guiding in our country. Urbanization implies not only the increase in amounts, but also enhancement in quality. The process of enhancing quality is the urban modernization process. Therefore, to guide effectively our cities to step into economically high efficiency, social civilisation, environmentally high grade and scientific management are our significant missions.The basic principle of urban guiding is to handle affairs according to the objective laws , to center on coordinating, take full advantage of maket system and to base on cultivating. The development of all things in the world abides by certain rules, so valuing objective laws is a general norm of all urban management affairs including urban guiding. To guide is to smoothen and rectify the incoordinate problems in the process of urban development and management. Coordination is the truth of governing and guiding should give full play to the coordination.
