In the context of rapid urbanization,the urban-rural floating has been accelerated and the population of migrant children and left-behind children has grown.Nevertheless,due to insufficient natural resources and long-term lack of parental care.they have become disadvantaged groups of cities.However,accompanied by the continuous growth of material conditions,their needs have contradicted the status quo of public services in backward rural areas.At this time,the government needs to devote more efforts to public service resources."Hope Village School" is a public service carried out by Yangzhou Communist Youth League in response to the growing,diversified needs of left-behind children and migrant children in rural areas of Yangzhou which include community correction,counseling,class guidance and extra-curricular cultural life,etc.Its aim is to narrow the gap between urban and rural children in public services and promote social attention to informal cultural education for rural children,and highlight the core values of social fairness.Practically,it is additional means and policy tools to promote equal means of public services in rural areas.However,the construction and development of "Hope Village School" have several problems such as single service content,asymmetric supply and demand and insufficient resource investment.From the perspective of long-term development,we urgently need a set of scientific evaluation system to evaluate the performance of "Hope Village School".This article is based on the "4E" evaluation method for research design.It combs the assessment framework by fact finding,literature review,expert interviews and other methods which combined with the private characteristics of"Hope Village School".Therefore,a scale of six first-level indicators and thirty-three second-level indicators including capital construction,service content,service quality,service support,resource sharing and award winning and user satisfaction were formed.It uses Delphi Method and focus group to collect data,and then analyzes the assessment scores.Among them,this article focuses on the assessment of customer satisfaction and dimensions.The author chose 2 random city of each county in Yangzhou as study object of "Hope Village School".The user satisfaction assessment index was made into a questionnaire and then distributed to those directly participants such as staff,government personnel,rural children and parents,volunteers and sponsoring enterprises.Afterwards,the author used SPSS statistical software to analyze the questionnaire data,including factor analysis,mean analysis,analysis of variance and evaluated the subjective content of the questionnaire at the same time.So that,the real effect and the main problems of "Hope Village School" public service from the user point of view can be reached.This article also uses the case of "Hope Village School" in HanJiang District for analysis.Ultimately,it gives some specific policy recommendations from the government and "Hope Village School" itself,including increasing investment of resources and policy support,carrying out business training,establishing an assessment system,controlling the scale of development,improving the service flow,adding risk-control measures,optimizing staffing,digging research needs,making financial affairs public and fostering the concept of social welfare.
