Research On The Transformation Of County-level Government Functions

With the development of China's administrative system reform and the development of administrative theory,the transformation of government functions has become the focus and key of today's administrative system reform.As the grassroots government administrative departments,county government departments bear the function of the policy implementation from the higher level of government departments,and bear the important service functions of the masses in the meantime.It is the key of the government functions and institutional reform.However,there are still many problems in the process of the transformation of the functions of the county government.To analyze these problems and predicaments and recommend the corresponding policies is conducive to the realization of the county government functions' scientific,standardized and legalization.This paper starts from the analysis of the functions of the county government,determines the principles,objectives and connotations of the county government's functional orientation,analyzes the economic functions,political functions,social functions and cultural functions of the county government departments,combined with the three major paths of government function change: the decentralization of power,the combination of decentralization and supervision,optimization of service,and summed up the plight of the current county government functions change,put forward the countermeasures and suggestions to the county government functions.In particular,this paper studies the change of county government functions from the following seven chapters:Chapter 1,Introduction.This chapter mainly starts from the background of administrative reform,analyzes the theoretical significance and practical significance of the change of the function of the county government,and fully understands the research status of the current research on the change of county government functions both at home and abroad,determined the research content,research methods and innovation.Chapter 2,Conceptual Interpretation and Theoretical Basis.This chapter mainly explains some basic ideas and theories which this article involved,such as the concept of county government,the connotation of government function and the connotation of government function transformation.The theoretical basis and support of this paper are the theory of service-oriented government,Governance theory and Limited government theory.Chapter 3,Analysis of the Positioning of County Government's Functions.This chapter analyzes the positioning of the county
