County-level On The Transformation Of Government Functions And Construction Of Service-oriented Government

County government, that plays a certain significant role in the five currentadministrative regions in our country, which contains central authorities, province,prefecture city, county-level city (district), is not only the executor who implements theimportant policy of the party and nation effectively, but also the commander andpolicymaker who makes the administrative regions in charge political stability, economicdevelopment, social management. It determines the county government functionextremely broad and concrete. County government function keeps a high degree ofcoherence to the function of central authorities, province, prefecture (county-level) city,and manifests the particularity and flexibility of the county in charge. Therefore, researchin county government function transformation, is helpful to realize the consolidation oflocal regime, to realize the scientific management of the county society, to promote thecounty service-oriented government construction.This paper is comprised of five chapters. The first chapter is the introduction, whichconsists of the analysis of researching background, researching significance and thecurrent situation both in domestic and in foreign researching. It gives a full account of themain contents and methods employed in the research, also elaborates some innovationalpoints. All these can provide a refreshing vision for researching. The second chapter is thecorresponding theoretical analysis, it has an explanation of the nature, the principles andthe objective models for county government function transformation in first step.Secondly, it has a generalization of the fundamental connotations, the theoretical supportand profit motive force concerned with the establishment of service-oriented government.Furthermore, it makes an analysis of the correlations between county government functiontransformation and service-oriented government construction. The third chapter revealsthe basis status of county level service-oriented government by taking several counties inHunan province as the researching examples. It is summarized that not only some basisactivities the service-oriented governments participate, but also several existed problemsthey carries. What’s more, an introduction of the factors of those matters has included.The fourth chapter inclines its focus on the study of constructional path in service-orientedgovernment on the basis of the government function transformation. It is stated infollowing three aspects detailedly, the basis premise is mainly concentrated on a scientificpositioning of county government function; the guarantee of the talented people, which aims to enhance the construction of country civil servants; thirdly, the pursuit of quality,the optimization and perfectness of governance can really enlighten us to seek for apathway for the construction of county service-oriented government. Finally,the authordraws the conclusion and advocates some issues to be addressed in further research in fifthchapter.Making county government function transformation as a starting point andintegrating the fundamental states obtained through the field investigation of six cities andcounties in Hunan, This thesis discusses the basic present situation of countyservice-oriented government construction and designs the path action of constructingcounty service-oriented government construction, through combining empirical analysisduring the research process and utilizing three main research approaches, which includesystem analysis, comparative analysis and qualitative analysis.
