An Analysis Of The Transformation Of County - Level Government Functions Under The Background Of Provincial Administration

Since ancient times, there is a saying “If the provinces govern the counties, theworld will be peace.”As a connection between the nations’macro management andmicro management, the county governments are very important and are well-known bypeople.At present, the reform of “counties governed by provinces” system is a majorinnovation in the process of the government administrative. It is a new target, which isproposed in the process of social transformation. It is also a new requirement, which isput forward on the new stage of economical and social development. It promotes thereform of “counties governed by provinces” system. Governments at all levels havetheir own responsibilities. County governments should take their responsibilities, takingthe advantage of the opportunities brought by the “counties governed by provinces”system, transferring the functions of county governments and promoting the economicaland social developments in the county areas.In this paper, the author used the method of literature review, normative analysisand empirical research. By reviewing the researches about government functions, thepaper defined the term of governmental functions and transformation and described theevolution process of the governmental functions transformation. It analyzed the role ofcounty governments in the reform of “counties governed by provinces” system andpresented the huge challenge and difficulties that the county governments meet in theirfunction reform. Based on the above theoretical discussion, the paper analyzed thesuccess that Shu Yang County made after the reform of “counties governed byprovinces” system. The success promoted the counties’implementation in their work.Combined with the theoretical evidences, the paper put forward the policies for thereform of government functions.All these policies will regulate the governments’administration behaviour, improve their administration efficiency, and thus promote thereform of “counties governed by provinces” system.
