| On March 13,2018,the State Council ’s institutional reform plan announced that the duties and team of entry-exit inspection and quarantine management would be transferred to the General Administration of Customs.The scope of customs business has been expanded,it is imperative to promote the deep integration of institutions.Against this background,the General Administration of Customs initiated the reform pilot of "integration of check and inspection",trying to use this as a focal point to continuously advance the reform process.The purpose of the "integration of check and inspection" is to optimize the allocation of functions,transfer of functions,methods and styles,improve work quality and shorten customs clearance time.Currently,the reform is still proceeding,therefore review and analysis of its process could facilitate the better promotion of the reform process,summarizing the pilot experiences and expansion afterwards.Regarding the reform of "integration of check and inspection",with SZ Customs selected from the pilot Customs as the case analysis object,focusing on the basic level SZW port site,combining with process reengineering theory,and using field observation and personnel interviews to collect and analyze relevant research data,we could know that the essence of “integration of check and inspection” is process reengineering problems for site,business process,organization structure and human resources allocation.These issues involve how to construct the top-level design,integrate law enforcement powers,scientifically and rationally deploy personnel,and site reconstruction and optimization,etc.;through in-depth interviews and related investigations,the “integration of check and inspection” reform has encountered that unclear policy restricts the reengineering of regulatory processes,the informatization level is difficult to support the integration of business processes,the staff structure cannot adapt to the adjustment of human resources allocation processes,and the reconstruction of site settings processes is difficult and other issues;the reasons are mainly,during the institutional reform process,the failure to promptly promote the integration of laws and systems,the informatization construction standards and guarantees that cannot meet demand,the number of personnel and professional structure being unreasonable,the site characteristics and the budget system leading to processes poor reproduction,etc.According to the development trend of modern Customs,it is very important to match the reform of "integration of check and inspection" with the supervision tasks to be completed by the Customs,and to obtain a reform idea that matches the functions of the new Customs organization.Therefore,in view of the above problems and reasons,it is necessary to promote the revision of regulations and systems supporting process reengineering,build an information integration system supporting process reengineering,multi-dimensionally address the problem of insufficient professional staffing,and step by step to promote the "integration of check and inspection" operation site reconstruction,in order to facilitate the smooth progress of institutional reform and the "inspection of check and inspection" reform,and achieve the purpose of reform. |
