"Administrative Absorption Grid":Logical Orientation Of Urban Community Grid Management

With the development of the times,the progress of society,the prosperity of science and technology,new governance modes are constantly emerging in urban grass-roots social governance in China.Beginning in 2011,"Grid Management" is becoming more and more popular.It has gradually become an important way of social governance reform.At the same time,it is also an important part of building a service-oriented government.Urban community grid management has experienced three stages of development:rising stage,gradual stage,differentiation stage.In the differentiation stage,there are two development directions:going in the right direction and declineing in the opposite direction.This article mainly explains the urban community grid management into the reverse recession is the result of the "administrative absorption grid".It can be expressed in the following aspects: firstly,the system compliance and management inertia of "bureaucracy" hinder the development of grid management;secondly,the "administrative contracting step by step" makes the operation mechanism of grid management gradually "administrative";thirdly,the "inversion of power and responsibility" makes the process mechanism of grid management unable to work properly.Taking the grid management of M community in Fuzhou as an example,this paper explores the development process of its reverse recession.From the beginning,the single-system operation mode of "street-community-grid" has been positioned.Under the strong pressure of "administration",it has gradually changed into two-system-the administrative operation system with "street-community" as the main part and the internal digestive system with "community-grid" as the main part.No matter from the personnel arrangement or the operation process,they are deeply branded with the brand of "administrative".At the same time,"Administrative Absorption Grid" causes unexpected consequences for the grid management of M community: first,the lack of supervision level leads to the slow operation of grid management;second,the internal digestive operation of "Community-Grid" has repeated problems;third,the coordination between ministries is time-consuming and ineffective;fourth,there is a stagnation period in theapplication of grid management information technology.In order to change the opportunity of grid management toward reverse recession,this paper argues that the following measures should be taken: first,mechanism integration is the inherent requirement of grid management upgrading;second,the two-way integration of "horizontal linkage and vertical linkage" makes grid management run smoothly;Thirdly,the dynamic operation of the "government-residents-society" tripartite coordination makes the grid management subject multi-interaction.
