Research On The Issue Of "integration Of Medical And Elderly Care" Elderly Care Services From The Perspective Of Welfare Pluralism

With the development of the silver trend,population aging has become one of the major challenges that China faces in the 21 st century.As early as the end of the twentieth century,China has entered an aging society.After the 21 st century,the aging has accelerated.In 2009,aging began to accelerate,and entered a period of rapid aging.At the same time,the average life expectancy of the population has been constantly increasing.The trend of aging and longevity has become increasingly clear.However,the rapid economic development and urbanization have brought an ever-increasing number of empty-nest families.The number of older people who are old,sick and poor is becoming larger and larger.Older people's life care,nursing and medical problems continue to be prominent.After many years of improvement and development,the developed countries in the world focus their pension services on the integration of services.In another word,its concept is continuous care,providing integrating services and institutional resources to provide the elderly with long-term,sustainable,efficient,high-quality life care and medical,nursing and other full range of services.Due to the differences in national conditions,development environment and resources ability,the ways of our country's response to aging are also different.However,in recent years,we raised up the concept of medical combination and promulgated relevant laws and regulations from the top design to guide the health of pension,based on the current situation of "pension" and "medical care" in pension services.At the same time,many regions and cities carried out the " medical " pension services and exploration.However,there are still some problems because of the short development time of the "medical-health-care" pension service.In particularly,there are still some problems in the subdivision of different subjects such as the effectiveness of the "medical-health-care" pension service space.Therefore,from the perspective of welfare pluralism,this article analyzes the problems existing in government,market,community and social organizations based on the combing of the related issues of "medical and nursing" pension services and gives relevant suggestions.The full study is divided into six chapters.The first chapter introduces the background,purpose,significance of the research and the literature with reference significance both at home and abroad.The second chapter defines the specific concepts and connotations,andexpounds the theoretical basis.Defining the definition of the pension service of "medical combination","pension service" and "medical combination".Comparing four different kinds of pension ways to highlight the advantages of combining the medical service with the pension service.We analyze the theoretical perspective of welfare pluralism and provide the theoretical basis for the following multi-agent participation in the "medical combination"pension services.The third chapter provides an overview of China's medical support combined with the background and practice of pension services rise,the first clear medical support combined with the necessity of pension services,and then to the welfare pluralism into four different subject perspective of Chinese participation in the medical raising combined with the pension service model,government participation,market participation,community participation and social organizations to participate in "medical raising combined with the pension service model,and then clear the Chinese medical support combined with the great significance of pension services.The fourth chapter analyzes the existing problems and reasons of the "medical and nursing" pension service in our country,summarizes from the four main bodies of the government,the market,the community and the social organization respectively.The government level,the market level and the community level,Social organization level,supplemented by specific reasons to explain;Starting from the foreign advanced practice of "medical and nursing combined with old-age pension service".The foreign countries take the pension care services of the United States,Japan and Australia As an example,summarizes the reference that our country brings to the "medical and nursing"pension service;Chapter Six puts forward targeted countermeasures and suggestions for the four subjects in promoting "medical and nursing" pension services.The government plays a leading role in perfecting the government management system,formulating sound policies and regulations,establishing a long-term fund-raising mechanism,strengthening the assessment and supervisory capacity-building,cultivating professionals and enhancing capacity building.The market plays an active role in promoting the service market and nurturing Social responsibility,promote coordinated development and intensify supervision;the community plays a key role in strengthening the construction of community-based pension services and facilities,establishing a network of "medical and nursing" pension services and strengthening the construction of human resources in the community;and socialorganizations play a complementary role: giving full play to social The organization's "health care combined with" pension advantages,strengthen fund-raising capacity building,the establishment of specialized personnel.
