Nowadays, how to solve this problem has already caused extensive concern of the society from all walks of life.For a long time, the traditional way for the aged is home-based care in China. But as the rising of empty nest and the core of the family, the function of the traditional family endowment is hard to give full play. So we need to seek outside the family resources to provide social services for empty nest elderly in order to meet the demand of their endowment and improve their quality of life. But as a result of the empty-nest elderly service involving many aspects, if relying on the government is difficult to satisfy the service of empty-nesters. therefore, the introduction of multiple subject of empty-nesters diversified supply mechanism.Taking Harbin city as an example, this article is based on the current situation of urban empty-nesters social services in the new period, the welfare pluralism theory from Ivars, using the welfare pluralism theory Angle of view such as country, volunteers and community. Subject should bear the responsibility and play a role actively to explore urban empty nest old man’s socialization services. So it can establish new patterns of urban empty nest elderly welfare supply to provide theoretical support.Questionnaire and interview are the main research methods for this paper,the full text is divided into six parts: the first chapter is introduction which introduces the research background and significance, defines the core concepts and research at home and abroad were reviewed. And research design, research methods, and create the framework of this paper were introduced from the Angle of macroscopic; The second part analysis is under the perspective of welfare pluralism city empty nester social services respectively.
