The Party's Ideological Construction And Rural Political Ecology Governance Research In The New Era

The Third Plenary Session of the Eighth Central Committee of the To implement the strategy of rural revitalization effectively and promote the modern development of our country about governance,it is necessary to require a good local political ecosystem as a realistic support.Since the strategy of reform and opening-up was launched 40 years ago,the rural areas in China have made great progress in the the governance of political ecology,but there are some problems,such as the corruption of power,the weak and lax of the Rural party organization and the anomie of villager autonomy.From the perspective of the party’s thought construction,this paper puts forward some thoughts about the causes of the problems and the ways of governance of the rural the governance of political ecology,hoping to provide some theoretical references for improving the rural the governance of political ecology in China.The paper consists of the following four parts:The first part expounds the elements of rural political ecology and the theoretical basis of the governance of political ecology.The theory of political ecology is used to analyze the present countryside political ecology,to this paper,the political ecology of the countryside mainly includes: the Township Party committee governments,the Countryside Branchs,the villager’s organizations,the cultural customs,the legal systems,etc.The fundamental theory of the governance of political ecology in rural areas includes the theories of political ecology and the Party’s ideological construction,which provides theoretical basis for the analysis of the problems in rural political ecology and the ways of governance.The second part combs the achievements and outstanding problems of the governance of the political ecology in rural areas.After the Cultural Revolution,the focus of national work has gradually shifted and the governance of political ecology in rural areas has achieved certain achievements: rural governance system reform has been promoted,villager autonomy system was established,democratic political construction and economic and cultural undertakings have made some progress.But the economic and social environments are still extremely complex and the governance of political ecology in areas faces some challenges and difficulties cased by our country is in the social transformation period.This chapter will be summed up in four aspects: the township grass-roots regime excessively interferes with villager autonomy;the Rural party branch and the village committee have the power struggle;The rural organization lacks the abilities of lead and serve the villagers and govern themselves,the corruption of power in rural areas is frequent,The means of corruption are diversified.These outstanding problems restrict the construction of new rural governance system seriously.About the third part,the theories of political ecology and the Party’s ideological construction are used to comb the problems and causes of the current governance of the political ecology in rural areas.This chapter concludes reasons for four points: firstly,the main body of the Rural party organization ideological construction lacks the sense of consciousness of the times,the practice and the value.Secondly,the Rural party organization ideological construction take effect insufficiently,which mainly manifests in: The party members and cadres lack legal,system thought,and the view of power is not correct.Thirdly,the residuary culture of worshipping power,human relations and biological ethics affect the party organization ideological construction and deteriorate the political ecology.The Forth part expatiates the thinking of the governance of the political ecology in rural areas under the view of ideological construction.To this paper,at first,we should understand the ecological position of ideological construction in the governance of the political ecology in rural areas.Then we should establish the long-term mechanism of ideological construction of the party organization in rural areas,and once more we should grasp the relationship between ideological construction and rural political culture and the governance of the political ecology in rural areas,and we also need rationally plan the goal of cultural development in rural areas.
