Research On The Government Supervision Function In The Tourism Industry

Over the past 30 years since the reform and opening up,the tourism industry as a "smokeless industry" has developed into a sunrise industry.The efficient and rational development of tourism industry can not only adjust and optimize the industrial structure,but also promote the coordinated development of society.As the competent department of tourism industry,the government should not shirk its responsibility to strengthen the supervision of tourism industry.However,at present,the performance of government supervision function in tourism industry in China has some problems,which hinders the efficient development of tourism industry.Therefore,it is necessary to explore how the government can fully exert its supervisory functions in the tourism industry.In this paper,through the foreign and domestic research about the function of government regulation and government role in the tourism industry of the research of literature,analysis to play in the tourism industry are summarized in the necessity of the government regulatory functions.From the positioning of the government regulatory functions in the tourism industry,through to the tourism industry in the evolution and development trend of the government regulatory functions were analyzed,and determine the reasonable positioning of government's regulatory functions in the tourism industry.Using the case study method to Chengdeas the research object,according to the theory of new public management theory,government regulation and public governance theory as a theoretical tool of government regulation in Chengde tourism industry since the situation,problems and the reasons for analysis.Analyzes believed that the government in the tourism industry in the implementation of regulatory functions,mainly embodied in the regulatory long serious problems in law enforcement and supervision power rent-seeking,market access and exit mechanism loophole,difficulty regional regulatory cooperation four aspects.The main reasons for these problems are the chaos of the regulatory system,the lack of legal basis,the lack of reasonable performance management system,and the insufficient role of the auxiliary supervisor.At the end of this paper,the author summarizes and puts forward the policy suggestions to improve the government supervision function in tourism industry.Think that we should strengthen the government of the tourism industry as a whole management,perfecting the regulatory body power construction,establishing the regulatory responsibility list,four aspects of strengthening government service efficiency,to improve the regulatory function of government in tourism industry.
