Research On The Problems And Countermeasures Of Household Registration Management Under The Background Of "Internet +"

The household registration management system is a basic national administrative system.and an important way to safeguard the personal interests of citizens,maintain the social order and promote the development of socialist economy.It mainly includes resident population management,floating population management,household registration and so on.In the long process of accumulation,household registration management carried out a series of reform to explore,but there are still some shortcomings of household registration management needed to be changed.With the new application of new information technology means,there has been a new form of "Internet +","Internet +" represents a new economic format,that is,give full play to the Internet in the allocation of social resources in the optimization and integration."Internet +" gives full play to the integration of large data,so that "data more erranding,the masses less walking" provides a new perspective for the optimization of household registration.The "Internet +" technology and thinking applied to the household registration management,is conducive to better solve the problems in household registration management.On the basis of the research results of other experts and scholars,this paper,based on the practice of Rizhao household registration management,analyzes the problems in household registration management and puts forward reference for the optimization of household registration management from the perspective of household registration management staff.The paper is divided into four parts,The first part elaborates the historical evolution of the household registration management system in China,and focuses on the analysis of its changes before and after the reform and opening up.Besides,the drawbacks as well as the new development of the current household registration management under the background of “Internet +” is also provided.The second part takes Rizhao as an example to analyze the transition,the present situation and existing problems of household registration management work,interprets the household registration policy at the current stage,analyzes the operation of household registration management in all aspects,and presents problems in the current household registration management work.The third part analyzes the reasons for the current problems of household registration management from the aspects of information construction,operation mechanism,and policy.The fourth part puts forward the countermeasures to optimize the management of household registration.First,improve the basic system of household registration management,consummate laws and regulations,get rid of urban and rural dual structure,promote the basic public service equalization,and formulate a scientific account migration policy and introduces a diversified management mechanism.Besides,improve household registration management with "Internet +" integration,set up a unified data sharing platform,promote the use of self-help equipment,the implementation of individual citizens account registration system,and continuously enhance the level of Internet applications.
