The implementation of the professional skills appraisal system for soldiers is a major strategic plan for the Central Military Commission to strengthen its army construction.The Public Security Firefighting Forces are playing an increasingly important role in the modernization,the maintenance of social stability and safeguarding the safety of people's lives and property.With the steady progress in the identification of professional skills in firefighting,the functions of social firefighting work have become more stable,and the firefighting qualification certificate system has been recognized in various aspects.The Public Security Firefighting Forces organize and implement occupational skills appraisal for soldiers,which meets the needs of military reform and development.It is the only way for firefighting forces to establish a professional qualification system for combatants and commanders,to optimize the military education and training system and to improve professionalism and professionalization.However,the occupational skills appraisal of firefighting soldiers started relatively late and lags far behind other professional and early occupational skills appraisal of special types of work in firefighting.All aspects of policies and regulations,construction of accreditation bodies,process of organization and implementation,quality assurance of management systems,and support of technical means still need to be strengthened.In this thesis,it takes the soldiers occupational skills appraisal of Yunnan Provincial Public Security Firefighting Force as the research object.First of all,it studies the relevant theories of occupational skill appraisal,conducts a theoretical elaboration on occupational skills appraisal work and professional qualification certificate system at home and abroad and puts forward the prospect of professional skill identification research,which lays the foundation for the research.Secondly,concepts and theoretical basis are clearly defined.The contents of the professional skill appraisal management system of Yunnan Provincial Public Security Firefighting Force,such as relevant legal basis,organization,seal management,appraisal stationconstruction,qualification certificate application,work procedures,and assessment methods,are studied and the characteristics of the system are summarized.Thirdly,in the light of the strengths and weaknesses,the opportunities and challenges of the occupational skills appraisal for soldiers of Yunnan Public Security Fire Force,the thesis builds a strategic matrix by comparing differences before and after the appraisal work and contrasting with the work of other national fire corps across the country.Finally,suggestions that are strengthening the construction of organizational system,improving the construction of institutional system,enriching the construction of content system and promoting the construction of technical system are made to solve problems and improve the work.Based on the statistical analysis and investigation of the data,and according to the author's experience and thinking on the frontline work of occupational skills appraisal for soldiers,it is concluded that there are difficulties and problems for the occupational skills appraisal of soldiers of Yunnan Provincial Public Security Firefighting Force,such as the centralized training,the needs of construction of appraisal stations,strengthening faculty and assessors,improvement of examination assessments,and strengthening the coordination of departments.The methods and measures for strengthening the quality of work are explored,which provide reference for decision and development of professional skills assessment of soldiers of Yunnan Public Security Firefighting Corps.
