The Research On The Xiangtan New Professional Farmers Vocational Skills

At present,China is in the period of agricultural transformation.The ’double bottleneck ’ of rural labor force in quantity and quality has become an important factor in the transformation of agricultural modernization.Since 2012,the No.1 Central Document has repeatedly proposed to strengthen agricultural vocational education and vigorously cultivate new professional farmers.A lot of research and practice have shown that new professional farmers,as an indispensable subject of rural revitalization and development strategy,play an important role in promoting the sustainable and healthy development of agricultural and rural modernization.Xiangtan City is the first batch of cities in Hunan Province to reform the working mechanism of farmers ’ quality education.In the past five years,79 training courses for new professional farmers(high-quality farmers)have been held one after another,and 9210 people have been certified.After years of efforts,Xiangtan City has integrated new technologies and new knowledge into farmers ’ vocational skills training with systematic and scientific processes and models,so that new professional farmers have the opportunity to receive a higher level of vocational skills training.Therefore,it is of great practical significance to analyze the situation and effect of vocational skills training for new professional farmers in Xiangtan area.Based on the field investigation of Xiangtan City,combined with relevant theories,this paper analyzes the status of labor resources in Xiangtan City and the vocational skills training of new professional farmers,and constructs a scientific evaluation index system based on the characteristics of rural human resources development in Xiangtan City.The index weight and evaluation results are calculated by using analytic hierarchy process(AHP)and fuzzy comprehensive evaluation model(FCE).Based on the four dimensions of training background,training input,training process and training effect performance,this paper explores the obvious characteristics of the vocational skills training effect of new professional farmers in Xiangtan City.Based on theoretical research and empirical analysis,using YAHHP software for quantitative research,the analysis shows that the performance of vocational skills training for new professional farmers in Xiangtan City is currently:good.This shows that the quality education of farmers has achieved certain results,and to a certain extent,it has helped farmers’ own development.However,further attention is still needed:the training objectives are in line with the requirements of the training of new professional farmers,the overall education level of farmers,curriculum design,capital investment,participation of trainees,technical application ability and government support.Pay attention to training needs,scientific overall planning;strengthen capital supervision and create a good environment;innovative cultivation mode,pay attention to follow-up tracking;change ideas,improve the comprehensive quality;strengthen policy support,increase security and other measures,in order to provide reference for the vocational skills training of new professional farmers in Xiangtan City.
