Research On The Placement Model And Problems Of Children With Lack Of Guardianship In Nanjing

In recent years,the frequent occurrence of malignant child injury cases has brought the special children group of "children in difficult situations" to the public view,and the children in difficult situations has gradually been taken seriously by the government and society.Children without custody is one of the children in difficult situations,This group is the most urgent need of help in addition to the orphan,but about the guardianship missing children protection work is just beginning,there are many problems and potential risks,so it needs to be studied.In 2014,nanjing was established by the ministry of civil affairs as one of the second batch of pilot cities to protect children.Since then,nanjing city has begun the exploration and practice of the resettlement of the children without custody.Family foster care and institution foster care are main resettlement mode in the nanjing guardianship missing children,therefore this article selects the A,B two cases respectively institution foster care and family foster care,through the interview method,literature methodology,and participatory observation,to study and analysis of these two cases,by analyzing the shortage of the two cases,by the point and face,points out that the current problems existing in the resettlement mode of nanjing guardianship missing children and cause,and based on this,advances the guardianship missing children rehabilitation mode's advice,in order to provide references for guardianship missing children resettlement work.This paper argues that guardianship missing children resettlement work mainly exist in foster care agency relation with social work institutions are not clear,social worker power and responsibility is not clear,and the return plan is not clear,children's psychological trauma can not get timely response,and improper handling of the original family relationship,the main reasons are legal system construction lag,child protection workers lack of children's development of psychology knowledge,social workers lack of social work professional ideas and values,foster parents recruiting difficulties,children lack of participation.At last,this paper puts forward the countermeasures and Suggestions from three levels of government departments,foster care institutions and social worker organization,hoping to provide reference for the current monitoring of children's placement.
