Research On Foster Care And Placement Service For Children In Difficulties Of Deficiency Of Guardianshi

In recent years,family foster care allows children in need of custody to enjoy family care and guidance,which helps to avoid psychological or social deficits in children,and provides relatively good care and education for children.Therefore,it is considered to some extent to be better than institutional foster care and is increasingly valued by society.There are such a group of children in distress in our country:they are still in the vicinity of the guardian and do not meet the relevant regulations of the welfare institution to receive children.Most of these children are difficult to be adopted because of physical diseases or complex growth environments.In recent years,the government has also actively invested more energy into the protection of children in distress,and has successively promulgated a series of policy documents aimed at promoting the popularization and construction of the classification protection system for children in distress.Different social welfare organizations have also contributed to the promotion of the protection of children in distress.The research object of this paper is the distressed children with guardianship.It mainly starts from two cases of foster care for families with impoverished children,and analyzes the problems presented in the process of family foster care placement in such distressed children.The problem is mainly reflected in the government,the foster families and foster workers.Through literature review and research analysis,it is found that the family fostering mainly has the following problems in the resettlement process:the state and government resettlement policies are not comprehensive and detailed for the foster families.In the same wany,the government lacks the normative requirements for foster care workers.Besides,it is lack of clear supervision mechanism for the responsibilities of foster parents.In the fostering process,social workers didn't provide enough support,guidance,supervision for foster parents,lack of positioning and understanding of their roles,lack of awareness of the child withdrawal and return mechanism.In view of the above problems,this paper believes that the relevant policy construction and social environment construction can be improved macroscopically,including promoting the comprehensiveization of child welfare policies,promoting the standardization of family fostering policies,and calling for the construction of a harmonious and loving social atmosphere.Efforts include supplementing and cultivating the construction of professional talents,conducting capacity training and responsibility supervision for foster care providers,and strengthening the reconstruction of primary family custody capabilities to promote the quality of foster care services.This paper analyzes the introduction and path of family fostering cases for children with impoverished difficulties,and hopes to provide some experience and reference for the foster care and placement services for children in need of guardianship.
