With the continuous exploration and practice, family foster care is considered to be the best model to take care of orphans and disabled children,90% of the provinces have implemented family foster care at present. The fifth part is analysis and solve issues related to counter-measures and suggestions.Through field interviewed and compared the foster families raising children to the children who stayed in welfare agencies, we found that the orphan and disable children got better service in family foster care than those in welfare agencies. Family foster children maybe make great progress in survive environmental conditions, life skills, school education and other aspects of social interaction. At the same time we also found the foster family is facing many problems such as inadequate laws and regulations, lack of funds and professionals inadequate. At last, the paper was based on the foreign experience to gave specific counter measures and suggestions, and provided a reference for the implementation of family foster care.
