Research On The Status Quo And Countermeasures Of Contemporary China's Basic-level Consultative Democracy

The 19th National Congress of the Communist Party of China reports of the party for the first time put forward the "socialist deliberative democracy is an important form of people's democracy in our country.In the third Plenary Session of the 18th CPC Central Committee,the issue of consultative democracy was put forward.The CPC Central Committee's opinions on strengthening the construction of socialist consultative democracy in January 2015,which was promulgated in January 2015,provided important guidance for the construction of grassroots consultative democracy.The nineteen proposal is that we should promote the extensive,multilevel and institutionalized development of deliberative democracy,strengthen the construction of consultative democracy at the grassroots level,and form a complete system procedure and participation practice to ensure that people have the right to participate extensively and deeply in daily political life.Grassroots deliberative democracy as an important part of the socialist political system Chinese characteristics,originated in 1990s,the rapid development in recent years,has made great achievements,but there are also some problems in the development process of practice,to analyze and put forward the needle has important theoretical significance and practical significance of the countermeasures and suggestions.This article focuses on the basic consultative democracy at the grass-roots level and mainly discusses the three aspects.The first part mainly discusses the summary of democracy at the grass-roots level in China.Grassroots deliberative democracy Chinese has profound connotation,its development has experienced the embryonic period and rapid growth period,stagnation period and maturity period of four stages,with the government led,public participation,the content of fine,scope of activities of the four basic characteristics,grassroots deliberative democracy in the process of the development of the main Chinese formed the decision of deliberative democracy,deliberative democracy,supervision and consultation type type of deliberative democracy and deliberative democracy coordinated four basic form of practice,to promote the perfection of democratic system,China widening has positive significance of citizen political participation channels and solve social contradictions,improve public relations etc.The second part mainly discusses the present situation of the development of grass-roots consultative democracy in contemporary China.With the support of relevant national policies,grassroots consultative democracy has made good progress in recent years,with the increasing number of participants,the more diversified forms of practice and the ability to solve practical problems.But at the same time,there are still some problems in the development of grassroots consultative democracy in our country,such as the lack of democratic quality of cadres and the masses,the unfairness of negotiation subjects,the lack of institutional system and legal system,the opaque negotiation process and the failure of negotiation.The reasons for these problems are:the influence of long feudal autocracy and traditional system;the propaganda and support of government is not enough;institutionalization and legalization system has not been established;accountability and supervision mechanisms are lacking.The third part discusses the thinking of improving the path of democratic development at the grass-roots level in China.Aiming at the existing problems of deliberative democracy at the grassroots level,can be from the following three aspects of the development path of deliberative democracy at the grass-roots level of thinking:consolidate the material basis of grassroots deliberative democracy,vigorously develop the grassroots economy,improve the welfare of the masses in grass-roots level,strengthen infrastructure construction of grassroots democracy activities;starting from the improvement of grassroots deliberative democracy consultation the main factors,promote consultation to optimize and improve the negotiation and practice innovation;and also promote the development and effectiveness of grassroots deliberative democracy norms,establish and improve rules and regulations,legal mechanism to supervise and corresponding accountability system.
