Research On The Performance Of Duties By Dispatched Institutions For Discipline Inspection And Supervision At The Prefecture And City Level

Since the 18 th CPC National Congress,the party Central Committee with General Secretary Xi Jinping as the core has gradually realized the full implementation of the strict management of the party and the state supervision system reform to the depth.In this process,the prefecture-level city dispatched discipline inspection teams have also experienced changes from being sent to the garrison by individual units in the form of garrison assignments,and the process of shifting from the same-level party committee and the upper-level disciplinary committee to the unified leadership of the upper-level Commission for Discipline Inspection.After the 19 th CPC National Congress,the stationing of the supervision into the party constitution establishes the important position of stationing supervision in the supervision within the party,and makes full station coverage an important way for achieving comprehensive and strict administration of the party.With the prominent role of stationed supervision,the problems of weak supervision,penalties,non-responsibility,and zero filing cases that existed in the process of fulfilling duties at the prefecture-level cities have received increasing attention.Gradually decreasing,dispatching supervision at the same level,oversight is difficult,the role of assignments is insufficient,the quality and ability of the dispatched discipline inspection teams are uneven,and the issue of the dispatching of disciplinary inspection agencies at the prefecture and city level to the discipline inspection teams is not scientific enough.If wewant to adapt to the needs of China's reform of the supervision system under the new situation,promoting comprehensive and stricting management of the Party to develop in depth,and achieve full coverage of the Party's internal supervision through full coverage of the Party,we must enhance the ability to dispatch duty inspection teams in the prefecture-level city,breaking through the board and playing an important part in the city's internal supervision of the party will fully transfer the pressure of strict party management to the grassroots.Therefore,we should base on improving the ability of the prefecture-level city dispatched disciplinary inspection teams to perform duties,and dispatching disciplinary inspection agencies to supervise and administer the disciplinary inspection teams and management systems,methods of selecting and employing personnel,logistical support,and dispatching disciplinary inspection teams to improve work ideas and improve work capabilities and so on to improve innovation.This article uses a combination of literature research and positive analysis,to sort through the historical evolution of dispatched discipline inspection teams,and to analyse analyze the difficulties and problems existing in the current assignments to discipline inspection teams.Take Baotou,Inner Mongolia as an example,and focus on the promotion City-level dispatched to the discipline inspection team to carry out their duties and put forward countermeasures and suggestions.
