Research On The Governance Of Cross-border Crimes In Xinjiang Under The Background Of "One Belt One Road"

With the idea of “the Belt and Road Initiatives”,Interaction between China and that central Asian country in terms of economic and trade is more and more close.The exchange of personnel between countries will be more frequent.Xinjiang provides convenience for cross-border crimes because of its special geographical location.The cross-border crime has turned out some new development and changes.Although China and the countries along “the Belt and Road Initiatives” have developed a series of cooperation treaties on combating cross-border crimes in recent years,with the frequent exchanges of bilateral personnel and goods,the current cooperation mechanism against cross-border crimes cannot meet the needs of reality.There are also many problems in the actual implementation process.China and Central Asian countries need to further improve the countermeasures of cross-border crimes.This paper aims to analysis and study of China's xinjiang region cross-border crime,to look forward to discuss countermeasures of perfecting our country's Xinjiang region cross-border crime.The paper is divided into five parts,the first part which mainly introduces the research background,significance,current situation.The second part mainly describes the importance of the security and stability of Xinjiang region to the development of “the Silk Road Economic Belt” and the influence of Xinjiang on the development of“the Silk Road Economic Belt”.Xinjiang region has the important strategic economic status of China's opening to the outside world,but it is also the forefront of our country's anti-terrorism.In the process of “the Silk Road Economic Belt”,in order to improve the economic development,it has made a higher demand for the environmental and social stability of the Xinjiang region.The third part analyzes the concept of cross-border crime,describes the main characteristics of cross-border crime,and analyzes the current situation and causes of cross-border crime in Xinjiang.The cross-border crime in Xinjiang has the characteristics of the general cross-border crime,such as the organization and the strong purpose.It also has the unique characteristics of the crime of terrorism.Analyze the causes,it has the complicated social factors such as religion,nationality,overseas extremist forces are the foreign factors of infiltration.Add up these factors impact on Xinjiang region cross-border crime,it need to be more perfect governance mechanisms to control the Xinjiang region of cross-border crime.The fourth part discusses the new changes of cross-border crime in Xinjiang.The increasing trend of opening-up and the special geographical environment in Xinjiang provide criminals with more opportunities for crime.The number of crimes such as drug crimes,intellectual property crimes and terrorist crimes will increase,and the number of foreign nationals involved will increase.At the same time,all kinds of criminal means will be updated,which will bring greater difficulty to the crime governance in Xinjiang.The fifth part mainly puts forward some countermeasures to the control of cross-border crime in Xinjiang.In the international community,we should constantly strengthen cooperation mechanisms to combat cross-border crimes.In our country,we need to actively control cross-border crimes in the economy,pay attention to the ethnic,religious issues,and the stability of society.I'm expect to make some contribution to the cross-border criminal governance in Xinjiang.
