Research On The Belt And Road Practice For The Construction Of New International Relations Between China And Its Neighbors

The Belt and Road initiative advocated and promoted by General Secretary Xi Jinping is to build a platform for practical exploration of new international relations between China and its neighbors.Since the new century,with China's peaceful rise,it is urgent to build China's surrounding relations to play increasing influence in the neighbouring regions.General Secretary Xi Jinping complies with the trend of peace,development,cooperation and win-win situation,deeply grasps the profound relationship between China and the world in the new era,takes the overall strategic situation of the century as a whole and the great strategic rejuvenation of the Chinese nation as a whole,puts forward the idea of promoting the construction of a new international relations of mutual respect,fairness and justice,and win-win cooperation1.The proposal and promotion of the Belt and Road construction provides an important platform for building new relations between China and neighboring countries,from the horizontal relationship among countries,to the multi level vertical communication among countries,sub countries and regions,and then to the provision of regional public goods,highlights the crisscross characteristics of national relations in the Belt and Road practice and effectively promotes the benign interaction between China and its neighboring countries.With the advancement of the Belt and Road initiative in practice,great changes have taken place in the relationship between China and its neighboring countries,showing new characteristics of the relationship.This paper attempts to discuss the Belt and Road practice for the construction of new international relations between China and its neighbors from the perspective of crisscross,multi-dimensional and multi-layer.In the process of promoting the Belt and Road initiative,it has reshaped the relationship between China and neighboring countries from three dimensions of horizontal,vertical and regional,and has explored a new model of national relations.From the horizontal dimension,the Belt and Road construction abandons the concept of “defining interests by power” in western theory,emphasizes “taking development as the leading”,and establishes an equal national relationship between China and its neighbors in the process of development;the Belt and Road construction breaks the binary opposition between subject and object in the original international relations,and tries to construct the relationship network of “ intersubjectivity ”;the Belt and Road construction transcends the traditional international relations model of “hegemonic plunder” and constructs the new international relationship thinking of “harmony and symbiosis”between China and neighboring countries.Under the principle of joint consultation,joint construction and sharing,China shares development achievements with neighboring countries,so that the development of each country will become an opportunity and condition for the development of other countries.From the vertical dimension,the Belt and Road construction has actually created a multi level model of state relations.The practice of interconnection in cross-border areas has driven the exchanges between neighboring countries at the sub national level and broken the boundaries of development inside and outside the country;the docking of development strategies between China and neighboring countries has created a new form of national relations,connecting the relationship network of China,neighboring countries and among neighboring countries with “development” as the link;the Belt and Road construction also establishes subregional and regional cooperative relations“from point to area”,so that “common development” has become the common pursuit of regional countries.From the regional dimension,the Belt and Road is the regional public goods provided by China to neighboring countries and even the world.Different from the regional public goods dominated by western countries,in the Belt and Road practice,the supply of public goods in this region has its uniqueness and innovation,which also drives the innovation of international relations.The supply innovation of the Belt and Road regional public goods and the new understanding of supply-consumption promote the formation of collective identity between China and neighboring countries,and then promote the construction of regional community of common destiny.This paper establishes the internal relationship and logical relationship between the Belt and Road practice and new international relations,and discusses the Belt and Road practice for the construction of new international relations between China and its neighbors.Geographically,this paper mainly focuses on the neighboring areas of China.The neighboring areas are the foundation of life,development and prosperity.The relationship between China and its neighboring countries is very important for China's peaceful rise and response to the “two overall situations”.This paper constructs the analytical framework of the Belt and Road practice for the construction of new international relations from three dimensions: horizontal,vertical and regional.The Belt and Road initiative promotes the reconstruction of the relationship between China and its neighboring countries horizontally,and creates a multi level construction between China and its neighboring countries vertically.The Belt and Road as a regional public product,promotes the construction of a new international relationship and a regional community of destiny between China and its neighboring countries regionally.According to this construction logic,the second,third and fourth chapters of this paper discuss how the Belt and Road practice constructs a new international relations between China and its neighbors.In the promoting process of the Belt and Road practice,the horizontal,vertical and regional state relations do not exist in isolation,but are interrelated,mutually reinforcing and indivisible organic whole.It needs the concerted action of all parties to jointly promote mutual respect,mutual trust,win-win cooperation,fairness and justice between China and its neighboring countries,promotes the construction of new international relations between China and neighboring countries.However,it can not be ignored that there are still some risks,challenges and uncertain factors in the Belt and Road practice for the construction of new international relations between China and its neighbors,such as the objective existence of“constraints” under the protection of American hegemony,cross-border security risks,China's ability to govern the Belt and Road practice needs to be improved,and the supply quality of regional public goods of the Belt and Road needs to be strengthened,it has caused a certain negative impact on the construction of relations between China and its neighbors in the Belt and Road.This requires efforts in the direction of promoting practice with high quality,improving China ' s ability to promote practice,and deepening the concept of “harmony and symbiosis” and the sense of community of common destiny.We need to continue to strengthen the Belt and Road practice of reshaping the relationship between China and neighboring countries,further promote the Belt and Road practice of building a multi level relationship between China and neighboring countries,constantly improve the supply mechanism and capacity-building of regional public goods of the Belt and Road,and make a good demonstration for neighboring countries with the responsibility of a big country.Through these efforts,we can calmly deal with various uncertainties,risks and challenges,so as to promote the construction of new international relations between China and neighboring countries.In short,the Belt and Road practice for the construction of new international relations between China and neighboring countries is the top priority for China to stabilize the overall situation of domestic development and maintain foreign relations under the new development stage.In the face of the complex surrounding situation brought about by the great changes that have not been seen in a century,we should maintain strategic concentration,firmly promote the Belt and Road construction of high quality development,actively respond to the reasonable concerns of surrounding countries,improve the supply capacity of regional public goods,and promote the construction of a new type of international relations with the sense of responsibility and responsibility of major countries,make new and greater contributions to promoting the construction of a human community with a shared future and realizing the Chinese dream of the great rejuvenation of the Chinese nation.
