Study On The Present Situation,Problems And Countermeasures Of The Implementation Of Poverty Reduction Relocation Policy Of W Banner

The 19 th National Congress of the CPC clearly put forward that China has stepped into the important stage of poverty alleviation and targeted poverty alleviation has become one of the three crucial tasks of the country.Poverty alleviation affects the welfare of a large number of people,affecting the operation and development of the whole society and more importantly the great rejuvenation of the Chinese nation.In such a context,the relocation poverty alleviation policy also have a unique mission,carrying forward to the various poor areas and connecting and coordinating with other poverty alleviation policies to solve specific poverty alleviation problems.relocation poverty alleviation policy has made many historical achievements in some poor areas,but the practice appearing many problems.Therefore,this paper takes the relocation poverty alleviation policy implementation status and problems in the W flag of Inner Mongolia Autonomous Region as an example,and analyzes the unsatisfactory aspects when the policy is promoted to the whole country.In this paper,the implementation status,problems,effects and causes of the policy in W flag are analyzed which is based on the in-depth interviews of 25 poor households in the 5 relocation and resettlement sites.Relevant policy interpretation methods and policy implementation plan information are from poor poverty file and related documents in W flag poverty alleviation office.The article aims to provide the theory and practice reference for the W flag and it’s similararea and the next stage of relocation of poverty alleviation by analyzing the present situation and problems of the implementation of the relocation poverty alleviation in the W flag,so that the relocation alleviation policy can play its due value in the key period of poverty alleviation in our country.The article consists of five main parts:the first part is the introduction;the second part is the definition of the basic concept involved in the article;the third part is the description and analysis of relocation poverty alleviation policy implementation status in W flag;the fourth part is the analysis of problems during the implementation of relocation poverty alleviation policy and analysis of it’s effects and results;part Five puts forward some suggestions on further implementation of relocation poverty alleviation policy and finally draws the conclusion of this paper.
