Research On The Implementation And Countermeasures Of Poverty Alleviation Relocation Policy In Fuyang City

The Ex-situ poverty alleviation and relocation is an important way of targeted poverty alleviation in China,which aims to solve the poverty and development problems in rural areas.General Secretary Xi Jinping has repeatedly pointed out the importance and complexity of poverty alleviation and relocation,emphasizing that efforts should be made to do a deep and detailed work to ensure that poor households relocated "can move,stay stable,and become rich." At present,the goal of "moving out" of poverty alleviation and relocation in Fuyang City has been basically achieved.However,there are still some problems in implementing the work of "being stable and able to become rich" for the relocated population.Studying and summarizing the problems in the implementation process of the poverty alleviation and relocation,analyzing the weak points in the policy implementation process,is crucial for strengthen the achievements of local poverty alleviation relocation and connecting with rural revitalization.This paper will take Fuyang City as an example and use methods such as questionnaire survey and interviews to study the problems and causes in the implementation process of local poverty alleviation and relocation policies within the framework of Smith’s policy implementation theory.There are problems in the implementation process of local poverty alleviation and relocation policies,such as unreasonable design of policy content,lack of ability of policy implementors,low participation of policy objects,poor environment for policy implementation and lack of follow-up support.In view of the above issues,this paper attempts to propose countermeasures and suggestions for optimizing policy implementation from five aspects: policy itself,policy execution subjects,policy objects,policy environment,and subsequent support and guarantee for relocated people.The main measures are to improve policy content,improve the comprehensive quality of the policy implementation subject and the efficiency of policy implementation,stimulate the endogenous poverty alleviation power of the policy object,create a good policy implementation environment and strengthen the follow-up support and security of the relocation object.This paper aims to analyze the problems left by the relocation work of poverty alleviation in Fuyang City,identify the gap in the local goal of "being stable and able to become rich",summarize successful experiences,consolidate poverty alleviation achievements,help solve the relative poverty of the poor population in the post-poverty era,and realize the smooth connection between poverty alleviation relocation in inhospitable areas and the rural revitalization strategy.
