As a dominant carrier of institution,policies are closely related to institution,and we find that institutional change can be reasonable theoretical sources of policy change.The process of institutional change contains rationality and learning,which could be divided into imposed and progressive types;the core of institutional change is policy change,imposed learning policy change and progressive learning policy change are formed after transplantation of factors and types.The evolution of progressive institutional change to progressive learning policy change has not only theoretical endorsement of policy learning and social learning,but also the objective embeddedness of real cases.The paper follows the argumentation route of institutional change-policy change-progressive learning policy change,and constructs the content framework of progressive learning policy change in three aspects:meaning explanation,content characteristic and case description.Here comes our question: how does the local governance entity boost policy changes by interactive learning with the market,society and the central government.“Learning” is bound up with macro human development,medium state governance and micro policy change.The central government and local government as the main entity of the contemporary Chinese state governance,have the characteristic of learning.The core work of the study is to explore the internal mechanism of learning process and its influence on the policy change from view of two-way learning between administrative entity and market/society.Policy learning is the process of policymaking learning from market and society,which promotes the matching of public policy and social demand,scientificity of decision making to achieve specific policy goals.Social learning refers to the process of market and society adapting to government policy,passes resistance and contradiction of policy changes to decision-makers to facilitate smooth and orderly development of policy change through information feedback.Through the investigation of Online Car-hailing Reform,we find that policy learning mechanism acted as adaptivecooperation mode,which bring subtle change of relationship between government,market and society in executive level;following subject-process analysis,we clarify the central-local,central-market,central-social,local-market,local-social relations,result in promotion of decision ability,the normalization of policy learning and path dependence;and four policy learning types are identified by the measurement of efficiency level and humanistic value in the process of policy learning.After the analysis of the general situation,process,outcome and characteristics measurement of social learning,we find it emphasizes the adaptability of the external subjects and shows the feature of strategic response,lead to game playing under interest and categorization of policy change;social learning presupposes the continuity of implementation and possibility of optimization,realizes two-way interaction between the governance entity and market/society;the combination of learning and adaptation is the main connotation of progressive learning policy change,meanwhile policy learning and social learning is endowed with meaning of policy instrumented learning,and the new policy change pattern combining policy and social learning,that provides a way to unlock ambiguity of decision and black box of policy process.The research achieved the combination of policy change and learning mechanism.Based on the two-way learning perspective of local governance subject and marketable/social interaction,focusing on the field of policy process,and presenting the process of policy and social learning in all directions.Learning interaction between local governance entity and the market/society constitutes endogenous and exogenous motivation of progressive learning policy change in Online Car-hailing Reform,and finally forms a benign,interactive and efficient policy change mode.Current research deficiencies reflect in neglect of external factors and lacking of consideration of different policy types and policy fields,and overgeneralization in case studies.
