Policy Learning In Government Supervision: A Case Study Of Online Meal Ordering In Beijing

Along with the continuous development and progress of Internet technology,a group of traditional industries have realized the innovation of business forms and management methods promoted by Internet technology.As the most representative industry,online meal ordering has brought a good dining experience to consumers because of its convenience,speed and individuality.At the same time,however,the relative lag in online meal ordering regulation has also brought about a series of food safety issues.The concentrated coverage of such issues by major media has attracted widespread attention from all walks of life,and has led government organizations to constantly think about how to conduct effective supervision.Comrade Mao Zedong pointed out that the formation of a correct understanding needs to go through practice to understanding,and then realize that many repetitions of practice can be completed.In the face of the new things like online meal ordering,it is obviously impossible for the government to master various effective supervision methods from the beginning.It is obvious that the effective supervision of online meal ordering needs to go through a long process of exploration and learning.This paper attempts to use this perspective as a case study to analyze the macroscopic reasons for the problem of online meal ordering supervision by analyzing the essence and influencing factors of the online meal ordering policy learning process in Beijing.This article is divided into six parts:The first part is the introduction.This section provides a preliminary overview of the background of the online meal ordering problem,the existing research results in the academic world,the research methods,the framework of this paper,and possible shortcomings.The second part is the combing of concepts and theoretical tools.This paper defines the three core concepts of this paper: online ordering,supervision and policy learning,and sorts out the theoretical tools used in this paper: policy learning and social supervision theory,thus laying a solid foundation for the subsequent research.The third part introduces the development status and existing problems of the online meal ordering industry in Beijing,and clarifies the background information of the policy learning process.The fourth part describes the learning process of Beijing online meal ordering supervision policy.According to the Vision Stage(2014.5.28-2016.3.14),the government centralized remediation stage(2016.3.15-2017.2.8),the government and platform cooperation and governance stage(2017.2.9-present),the three-stage division,the learning process of Beijing online meal ordering supervision policy is explained,and the policy measures,policy objectives and policy instruments at each stage are summarized.The fifth part is an analysis of the learning process of Beijing online ordering supervision policy.First of all,it is pointed out that the study of Beijing online order regulation policy is essentially the study of the two dimensions of philosophy andtechnology.The study of this concept mainly includes the relative importance of the ultimate value,the judgment of the cause of the problem,and the scope of government and market activities.Aspects;the study of technology is mainly reflected in the two aspects of the type of technology and the scope of supervision.Then,from the internal and external factors,the factors affecting the learning process of the online ordering policy in Beijing are summarized.The sixth part is the policy recommendations.This section proposes that the key to improving and optimizing China's online meal ordering regulatory policy is to optimize the regulatory policy itself,and the efforts to optimize the regulatory policy itself require us to focus on optimizing the subject's policy learning process.Under the guidance of this line of thinking,the article puts forward three ideas to strengthen the subject's willingness to learn,construct a sound learning mechanism,and continuously update learning techniques,and consolidate the learning results.Try to optimize the online policy of the subject,so as to optimize the online ordering supervision policy and improve the efficiency of online ordering supervision.
