Research On The Accountability Mechanism Of Public Services Throughout The Life Cycle

Public service plays an important role in the development of modern society.With the development of economy,what China now faces is the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life.In the field of public services,the production and delivery functions are separated,and the related subjects of public services become complex and diverse,and the traditional monotonous pattern of unified allocation of public service resources by government departments has changed.Non-governmental organizations and private companies are more involved in the production of public services,which optimizing the allocation of resources and increasing the efficiency.At the same time,consumers of public services also put forward higher requirements for the quality of public service,and they expect to obtain satisfactory public services.However,due to the diversification of public service providers and the diversification of supply methods,the accountability of public services has become more complicated,and traditional administrative accountability can no longer meet the increasingly demanding accountability.Therefore,an in-depth study of public service accountability and the establishment of an accountability framework that covers the entire life cycle of public services is of great significance to the efficient operation of public service accountability.This article follows the research ideas from the general to the special,draws on domestic and international public service accountability research experience,builds a framework for accountability of the whole life cycle of public services,and then analyzes the existing problems in the practice of public service accountability in China,proposes countermeasures and suggestions,and strives to establish more in line with our actual publicservice accountability mechanism.The article includes three parts: introduction,text and conclusion.The first chapter mainly introduces the background and significance of public service accountability research,combs the research status at home and abroad,and puts forward the overall thinking,main content,research methods and innovation of this paper.This paper also distinguishes and distinguishes the five confusing core concepts of accountability,accountability,public service accountability,public service life cycle,and public service life cycle accountability mechanism.The second chapter discusses the theoretical basis and application of the accountability mechanism of public service life cycle.This paper selects principal-agent theory,stakeholder theory,and accountability commitment theory as the theoretical basis for accountability of public service life cycle.From the macro,meso,and micro perspectives,the authors use the principal-agent theory to analyze the three-tier principal-agent relationship in the process of public service accountability;using the stakeholder theory,the author analyzes the public service accountability process from the theoretical,procedural,and transactional levels.Using the accountability commitment theory,the theory foundation of public service accountability has been established from the perspective of process and value.The third chapter is the structural framework for the operation of the public service life cycle accountability mechanism.Specifically,it includes the contents of six parts: the first is the role of public service life cycle accountability,the second is the subject of public service life cycle accountability,the third is the subject of public service life cycle accountability,and the fourth is public service life The means of accountability for the cycle;Fifth,the protection of accountability for the entire life cycle of public services;Sixth,thestandard of accountability for the entire life cycle of public services.The fourth chapter studies the whole life cycle operation process of public service accountability mechanism.This paper introduces the concept of the whole life cycle of public services,dividing public services into six stages: demand identification,supply decision-making,resource input,production and supply,public consumption and utility,and performance evaluation.First,by clarifying the differences in the content and methods of accountability at different stages of public services,the implementation of public service accountability is refined;secondly,three important relationships in the entire life cycle of public services are sorted out,namely,public service producers,provision,The relationship between rights and obligations between consumers and consumers has clarified the objectives for the development of accountability for public services.Finally,it has established the accountability mechanism for the whole life cycle of public services,covering information acquisition,accountability,debate,and processing.An analysis of the operation of the entire relief process was provided,and a path was designed for the accountability of public services.The fifth chapter focuses on the analysis of the problems existing in our country's public service accountability mechanism.At present,China's accountability practice for the entire life cycle of public services is seriously deficient.Public service accountability also has accountability for accountability,light accountability for decision-making,accountability for the process,accountability in the form of accountability,lack of dynamism for accountability,and means of accountability.Obsolete and outdated issues often form a dilemma of inquiries but no accountability,resulting in low enthusiasm for the public service accountability subject and difficulty in carrying out accountability work.The sixth chapter is the countermeasures and suggestions for the problems existing inthe public service accountability mechanism in our country.Through the development of accountability for the entire life cycle of public services,we will promote the substantiveization of public service accountability,increase accountability for accountability mechanisms,and innovate accountability methods to promote the normal and efficient operation of our public service accountability mechanism.The concluding remarks are again focused on the core ideas of this article.The concept of public service life cycle accountability,the most important three-way relationship of public service accountability,and the problems and countermeasures of public service accountability in China are highlighted,and the realistic urgency of public service life cycle accountability is illustrated.
