As a result, the city’s public safety has also come under great threat, at any time in any city inevitably exists the possibility of the outbreak of all kinds of public emergency, such as accident disaster, natural disasters, social security emergency response and public health emergencies, etc.Urban public emergency chain reaction that can be caused by the negative influence,damage and loss and extent of city often immeasurably. And whether the effective disposal of all kinds of urban public emergency, naturally become the measure of one of the important indicators of the government management level. Therefore, active and scientific disposal of all kinds of urban public emergency, improve the ability of government public emergency disposal of the city, each city has become a government that has to be taken seriously, is also an urgent task faced by the government at all levels.
