At present,under the requirements of law-based administration,the central government and local governments of all level try to solve the problem of vacancy,offside and dislocation of government departments by strengthening the responsibilities and standardized management of government departments,and put the responsibilities and responsibilities of government departments into the legal track.As far as the local government is concerned,the county government is different from the provincial and municipal governments,and it is more directly related to the social connections compared to the functions that have been uploaded.The county government is the boundary of the Chinese government's responsibility category,the main innovation point of the development model,the cornerstone of the stability of the structure of the government,and the entry point of administration according to law.Therefore,the county government chose to be the research object in this study.The reform of the comprehensive administrative law enforcement system and the reform of relatively centralized administrative licensing right is the only way to strengthen the standardized management of government departments.So,the paper uses the case study method to analyze the standardized management of the responsibility of the government departments in Jintang County.In addition to the introduction and conclusion,this article is composed of three parts:The first part expounds some core definitions about the standardized management of the responsibility of the county government departments.The connotation of standardized management of government departments has integrated the concepts of government duties,government departments,and standardized management of enterprises.The standardized management of county government departments' responsibilities is based on theorganization of departments at the county level,reflecting the different characteristics,purposes and functions of other local governments.The second part is the empirical research,which is mainly about the basic situation,shortcomings and causes of the standardized management of Jintang county government departments.By means of depth interviews and questionnaires,the study found that The Jintang county government establishes the coordinated operation mechanism between the three by straightening out the relationship between the right of examination and approval,the right to law enforcement and the right of supervision.But at the same time,there are also some problems,such as imperfect legal basis for performance duties,poor convergence of comprehensive administrative law enforcement,information barriers between departments,lack of performance assessment norms and insufficient performance personnel.The main reasons for these problems are departmentalism,lack of awareness of performance assessment,the expansion of the scope of government duties.The third part is about the responsibilities of government departments to strengthen county standardized management suggestions,such as perfecting the system of top-level design,establish a standardized responsibility system;coordination mechanism,realize information communication;strengthen the performance appraisal,to achieve normal supervision;the quality of personnel training,improve the service level.
